| Water environment administration is a systematic,complex and extensive project.For a long time,under the guidance of the basic national policy of economy first,the environmental protection including water environment administration is in a relatively backward condition.To some extent,the concept of first polluted,and then governed in the western developed countries aggravates the problem of water pollution.Local officials at all levels pursue the maximization of economic benefits and ignore the work of environmental governance under the incentive of economic development.The green algae incident in Taihu Lake in 2007 has sounded the alarm for all regions.A new management mechanism,the River Chief System,has appointed the local party and government leaders as the River Chiefs to take charge of rivers.The research of policy tools is a hot topic in the current public policy research,and the field of environmental public policy represented by the river system is no exception.In this thesis,referring to the research of many environmental governance policy tools,using the classification method of tools commonly used by the OECD and the World Bank,according to the mechanism types that act on the relevant fields,the river system policy tools are divided into four categories: command control tools,market incentive tools,information disclosure tools and social participation tools.The specific analysis refers to the process perspective of one of the four research approaches of public policy tools in Peters and Van Nispen’s book Public Policy Instruments: Evaluating the Tools of Public Administration,which emphasizes the role of policy implementation,From the perspective of process,the research of policy tools is put into the specific stage of policy implementation,which coincides with the core orientation of the long-term management mechanism of the current river system.This thesis takes the process research approach and policy tool selection optimization of pollution control research as the main theoretical tool,explores the theoretical evolution and current situation of river chief system as environmental policy through historical review and literature research,and combs the types,distribution and governance effectiveness of current river chief system policy tools;then,uses text analysis method,collects and adds the river chief system policy texts of Jiangsu Province,organizes,codes and analyzes them to explore the use of various policy tools under the river chief system,as well as the frequency and matching use in the three major processes of management and control before,during and after the event;afterwards,combines the task characteristics of each stage,analyzes the reasons from the tool perspective why it is difficult to control river pollution at present;finally,combines the actual situation and theoretical context,puts forward the future countermeasures and suggestions for long-term management of the river chief system.In the process of the implementation of the system,command control tools are still dominant,market incentive tools have a long history of application and unique role,and information disclosure tools and social participation tools are growing.From the perspective of process,the use of overflow in the whole process of command control tools should be promoted to break the cycle of dynamic governance.Market incentive tools are widely used in post-event management and control,but are relatively weak in pre-event and in-event management,so it is necessary to strengthen the tool distribution in the early stage.The construction of information system in advance of information disclosure tools is an important basis for subsequent information exchange,which calls for great attention.At present,social participation tools are rarely used,and they are mainly focused on the publicity of environmental protection concept in advance rather than in practice.We should promote the backward movement of social participation tools in the process stage,and make them important forces of normal management and control in the event.Looking forward to the future,it will be a major issue for river and lake managers to build a daily management mechanism of rivers with in-process control as the core,strengthen the combination and collocation of various policy tools while innovating,optimizing and enriching the policy toolbox,and apply the system of river director to the management of river director in a specific process stage.This thesis believes that it is an alternative path for the future development and evolution of river system and long-term management of watershed to attach importance to systematic decision-making,enhance the scientificity,rationality and operability of river system decision-making,incorporate various resource endowments such as market,platform and society,and promote the flow of policy tools in the whole process of river and lake management in combination with their own characteristics. |
