Based on the concept of green development and ecological civilization construction,the policy of the Lake Chief System is the policy production and innovation of the Chinese government to organize the implementation of lake management and protection according to the division of duties of the main party and government leaders at all levels where lakes are located.As a necessary supplement to the river chief system and a specific arrangement of water environment management system,its implementation is conducive to promoting the formation of green production and life style and establishing the co-construction relationship between social and economic activities in the river basin.Thanks to the successful experience of local governments in water environment management and the strong promotion of the central government,the policy of the Lake Chief System has gradually formed a sustained policy diffusion effect throughout the country.In this paper,since 2017,the central and provincial and local policy of the Lake Chief System as sample,a total of seven chapters,the investigation and analysis,literature research,information research and other research methods,based on the policy diffusion theory,build up the Lake Chief System evolution mechanism and diffusion path of policy diffusion theory analysis framework,respectively from the perspective of dimensions of time and space and path selection diffusion characteristics and inherent law of the policy;On the basis of fully exploring the motivation mechanism of the policy diffusion of the Lake Chief System,this paper discusses the common restrictive factors faced by the Lake Chief System policy in the actual operation process,and puts forward some Suggestions with strong responsiveness and applicability,aiming at making Suggestions for further improving the promotion and implementation of the Lake Chief System.Through the research,it is found that in the time dimension,the diffusion of the policy of the Lake Chief System among the inter-provincial administrative subjects shows a basic trajectory of slow growth--rapid growth--small growth,which is close to an s-shaped evolution curve.In spatial dimension,the vertical class effect ofcentral-interprovincial-urban area and the horizontal proximity effect of rapid diffusion between adjacent provinces are significant.On the path of policy diffusion,the policy diffusion of the Lake Chief System presents a network pattern of vertical radiation absorption and horizontal parallel learning and innovation,which basically conforms to the general law of policy diffusion.In view of the particularity of lake water environment and the complexity and difficulty of lake management,it is necessary to build a lake management team with a higher professional level in combination with the implementation reality and bottleneck of the Lake Chief System policy.Secondly,due to the overlapping functions and unclear responsibilities between departments and agencies,it is necessary to accelerate the promotion of special legislation on lake management,improve the legal level of the lake-head system,and clarify the power and responsibility of lake-head system at all levels and the functions of departments and agencies.Finally,in order to alleviate the economic downward pressure and the financial dilemma,we must introduce social capital or the third-party governance mode on the premise of ensuring the appropriate tilt of fiscal input.Through a series of theoretical analysis and discussion on the optimization path,it is of strong theoretical and practical significance to optimize the policy environment of the Lake Chief System,steadily promote the policy of the Lake Chief System,and build a scientific,systematic and dynamic diffusion mechanism of the policy of the Lake Chief System.
