The implementation of the policy of river chief system is one of important measures to promote the modernization of water governance system and management ability in our country which is to meet the urgent need of river and lake management.The grass-roots river chiefs at the township and village levels are the bottom personnel in the "five-level river chief system".They walk in the forefront of river and lake renovation and patrol,face the problems in the river and lake in their daily work,and directly contact with the public,enterprises and other functional departments of the government.Therefore,the implementation effect of the river chief system at the grass-roots level directly affects whether the ability of river management and management can be fundamentally improved,and whether the linkage between the upper and lower levels and the information flow of functional departments can be promoted.The paper conducted the research by interviewing the policy implementers of F town and conducting field research on the river and lake.From the three stages of program formulation,comprehensive promotion and smooth operation,the relevant measures taken during the policy implementation of F Town are systematically sorted out.The comprehensive analysis shows that after the implementation of the policy of river chief system,the river and lake environment of F Town is comprehensively improved,the river and lake management is more standardized,the supervision and law enforcement are more effective,and the river and lake protection atmosphere is more harmonious.However,in the specific implementation process,the implementation subject,the implementation environment,the implementation means,the application of external forces and other aspects of different degrees of problems.The main reasons lie in the unsatisfactory environment state of grass-roots work,insufficient policy guarantee,insufficient supporting incentive mechanism and the difficulty of mobilizing social forces.To solve these problems,we need to address them from the following aspects: First,clarify the powers and responsibilities of river chiefs,and create a cooperation mechanism between grassroots river chiefs and law enforcement departments.Second,we strengthened the foundation for policy implementation.To increase the provision of infrastructure for river and lake management and protection at the grass-roots level,and enhance the awareness of the importance of policies among the grass-roots river chiefs.Third,we will improve the supporting policy system.We will develop long-term supervision mechanisms,assessment mechanisms,reward and punishment mechanisms,and accountability mechanisms,improve the funding guarantee mechanism,innovate the incentive mechanism for public participation,and improve relevant supporting laws and regulations.Fourth,strengthen cooperation between government functional agencies and strengthen coordination between upper and lower river chiefs.Fifth,we will extensively enrich the participants.We will extensively mobilize the people,give full play to the effect of public oversight,leverage the role of non-governmental river chiefs,and mobilize the strength of social organizations and groups.River chief production as a policy innovation in the field of water control,the paper through combing and induction aims to explore the method of improving the river chief system system,in order to improve our grassroots water environmental management ability.By considering the problems arising in the implementation of the policy of the river chief system at the grass-roots level and the corresponding measures,it is expected to promote the functional role of the river chief system at the grass-roots level in ecological environment conservation,water source protection,and overall river and lake system management,so as to effectively improve the implementation effect of the policy and social benefits.
