A Study On Diffusion Mechanism And Influencing Factors Of The River Chief System

The policy of river director system is a kind of environmental protection policy which is of great significance in the field of urban environmental control and pollution control.It is of great significance to explore the influencing factors,mechanism and sort out the stages and characteristics of the policy diffusion.At present,there are a lot of researches on policy diffusion,but there are few researches on the diffusion of the system of river governors,lacking of researches on the influencing factors and diffusion mechanism that drive the diffusion of the system of river governors.Based on the theory of policy diffusion,this paper puts forward research hypotheses from two aspects: internal and external factors.In 2016,66 prefecture level cities issued the policy text of adopting the river chief system before the state forced to issue the policy opinion of comprehensively implementing the river chief system.This paper summarizes the diffusion stage and characteristics of the system.On the whole,the diffusion stage of the system presents the anti-r-type characteristics,showing the stable diffusion in the early and middle stages,and the large-scale growth in the later stage.The internal and external factors play a driving role in the diffusion process of the river system policy,in which learning,competition,coercion and social construction mechanism play an important role.The learning mechanism runs through the whole process of policy diffusion,and the compulsory mechanism plays a strong role in promoting policy diffusion.Under the competition mechanism,the performance competition among the municipal governments also promotes the policy diffusion.On the basis of studying the diffusion mechanism of the river system policy,this paper uses the method of event history analysis to make an empirical analysis on the influencing factors of the diffusion of the river system policy,and draws the conclusion that economic factors,water resources,provincial policy pressure,proximity effect factors,performance appraisal pressure and other influencing factors will all have an impact on the diffusion of the river system policy.Among them,proximity effect is the most influential factor,while focus event has not been verified in this paper.The external factors play a more important role in the diffusion of the river system.Finally,the paper puts forward some meaningful policy suggestions for the diffusion of the system,including giving full play to the enthusiasm of learning from each other and the advantages of proximity effect,making clear the performance assessment content and responsibility division related to the system,and paying attention to the implementation effect after the diffusion of the system.
