Research On The Problems And Countermeasures Of Implementing River Chief System In Zhaoqing City,guangdong Province

Ecological progress is an important part of the cause of socialism with Chinese characteristics.The Party’s 20 th National Congress also put forward that "we must firmly establish and practice the concept that lucid waters and lush mountains are invaluable assets,and plan development from the height of harmonious coexistence between man and nature." The river and lake management and protection work,which is listed as one of the important tasks of ecological civilization construction,has been attached great importance by the CPC Central Committee and The State Council.In 2016,The State Council issued the Opinions on Comprehensively implementing the River Chief System,which means that the river chief management system at the provincial,city,county and township levels will be established nationwide,and sounded the mobilization order for the implementation of the river chief system.In terms of practical practice,Zhaoqing City is located at the border of Guangdong and Guangxi,with numerous river networks and abundant water resources.Xijiang River and Beijiang River,the main flow of Pearl River,are flowing through the city,and many rivers such as He River,Suijiang River and Xinxing River are dotted all over the city.The 5A scenic spot Xinghu is located in the city.Zhaoqing City actively responded to the national call,1094 rivers(sections)and 7 lakes within the jurisdiction have all established the river chief system,with a certain typicality.Taking the implementation of the river chief system in Zhaoqing City as the research object,this paper summarizes the current situation of the implementation of the river chief system by using interview method,case analysis method and other research methods.At the same time,using the theory of public policy implementation,this paper analyzes the related problems in the process of implementing the river chief system in Zhaoqing City.Based on the analysis of the causes of the problems,combined with the actual situation,this paper puts forward countermeasures and suggestions such as promoting the construction of the rule of law,uniting the working force,improving the quality of the team,adhering to the pluralism and co-governance,and improving the policy support,so as to provide reference for the continuous optimization of the river chief system in Zhaoqing City.
