Hebei Province "Coal To Gas" Policy Implementation Deviation And Correction Research

In recent years,the atmospheric environment in our country is not optimistic and the air pollution problem is getting more and more serious.Take northern China as an example,smog-dominated bad weather occurs frequently,which has affected the daily life of local residents.In order to improve air quality and implement the concept of green development,the state has issued a number of policies to regulate the environment.Under the promotion of national policies,local governments also make corresponding adjustments according to the current situation of local environmental development and actively respond to the call of the state.The reason for the high incidence of haze in northern China is mainly the waste gas pollution caused by burning coal for heating in winter and the coal as the main source of industrial energy supply.For the purpose of existing air quality reform,the state proposed the "2+26" plan in 2017,requiring provinces and cities involved in the plan to transform "coal into gas" and "coal into electricity" within the specified time,and to replace the original energy supply mode with clean energy sources.Compared with coal burning,natural gas produces less polluting waste gas,so using natural gas instead of coal for heating has become the most popular measure to deal with haze in the north.Hebei is the province with the highest incidence of haze in the north and is also the focus of the environmental rectification.The special location factor of Hebei province leads to its important position in the rectification process.Beijing is located in the inner encirclement of Hebei Province,and the air conditions in Hebei province affect the air conditions in Beijing,so it is urgent to improve the air quality in Hebei province.However,during the specific implementation of the policies of "replacing coal with gas" and "replacing coal with electricity" in 2017 in Hebei province,there were many disputes,such as "gas shortage",delayed heating and imperfect supporting facilities.These phenomena affect the public opinion,resulting in a bad negativeimpact.Finally the state and the government issued relevant policies to stop the implementation of the "coal to gas" policy.Special location factors and negative events in the implementation process make Hebei province a special province in the process of "coal to gas",which is more typical.Therefore,it has become an important reason to choose Hebei province for research.Through field research and related literature research,the researchers found that although the quantity of Hebei province reached the policy requirements during the implementation of the plan,the actual implementation effect did not meet the relevant policy requirements.The reason for these phenomena is the deviation in the process of policy implementation.This paper analyzes and studies the deviation in the implementation process of Hebei province,and puts forward specific corrective measures in order to provide referential Suggestions for the smooth implementation of the policy.
