Analysis On The Implementation Deviation Of Sponge City Policy And The Countermeasures

Urban water problem increasingly restricts the development of urban economy and affects the daily life of residents.Based on this background,China proposes to build a sponge city with "natural accumulation,natural infiltration and natural purification",aiming to solve the urban water problem with low impact development technology and ecological stormwater management concept,so as to make the city more "flexible" in dealing with waterlogging,pollution and water shortage.However,there are still some problems and obstacles in the implementation of sponge city policy,such as the lack of overall planning and coordination in project construction,paying attention to the construction of new urban areas and ignoring the construction of old urban areas,the risk sharing mechanism of PPP project is unreasonable and the investment attraction is insufficient,lack of relevant planning and supporting policies.In order to ensure that the pilot task of sponge city is completed and promoted on schedule,it is urgent for us to reflect on the problems in the construction of sponge City,analyze the reasons behind the problems and give countermeasures and suggestions.This paper explores the main factors of implementation deviation in the process of policy implementation and project implementation in sponge City,and identifies the amplification mechanism of deviation in the process of policy implementation.Through the literature research method,this paper constructs the theoretical analysis framework of policy implementation deviation of Sponge City,which is divided into two stages: policy implementation deviation and project implementation deviation.Through the method of policy text mining,this paper explores the classification framework of policy tools,analyzes the structure and content of national,provincial and municipal sponge city policy tools,and identifies the main factors that cause deviation in the implementation of policies.Through the case study method,this paper explores the influencing factors of implementation deviation caused by sponge city policy in the process of project implementation.Finally,from the policy implementation to project implementation,the amplification path and generation mechanism of policy implementation deviation are analyzed.The main contribution of this paper is to build the analysis framework of policy implementation deviation in Sponge City,and identify the path amplification mechanism of policy implementation deviation.This method provides a holistic thinking for the study of green infrastructure policies and problems,and is also a supplement to the existing research results.
