| ETC promotion is the key to deepening the reform of toll road system and an important measure to build an intelligent,green and efficient road system.During the two sessions in 2019,Premier Li Keqiang made important instructions in the government work report on accelerating the promotion and application of ETC.Subsequently,the State Council office,the Ministry of communications,the national development and Reform Commission and other departments issued many policy documents,and the intensive introduction of policies opened the prelude to this turbulent ETC promotion campaign.ETC promotion policy is implemented to save time and speed up;Save cost and resources,reduce labor cost,green and low carbon;Bring many conveniences,and the car owners enjoy preferential treatment;Support technological innovation and development.However,as the ETC promotion policy is conveyed level by level,problems affecting the implementation effect of the policy also occur frequently.From the perspective of the policy itself,there are some problems,such as the generalization of the promotion object,the lag of policy guidance,and the heavy assignment of tasks;As for the implementing agencies,the promotion quantity is more important than the promotion quality,and there are alternative implementation,mechanical implementation and selective implementation;For the target group,the response of the target group is negative,the needs of the promotion object are difficult to meet,the degree of policy recognition is low,and the group understanding is biased;From the perspective of environmental factors,the assessment mechanism has shortcomings,high exposure of negative information and immature physical environment.Problems,causes and optimization schemes are the core of this study.In view of the implementation of ETC promotion policies,through in-depth interviews,participatory observations,questionnaires and other methods,from the "four dimensions" of Smith’s policy implementation model,interviews and questionnaires were conducted with banks,expressway employees,grass-roots cadres,and the installed and non installed public.The analysis shows that the singleness of the decision-making process,the lack of executive power of the executing agency,the conflict of interest of the target group,and the adverse factors of the policy environment are the drivers that affect the implementation effect of the ETC promotion policy in H city.In order to solve the problem of ETC promotion policy implementation,we should first formulate policies reasonably and scientifically,secondly improve the functions of the implementation agencies,thirdly enhance the recognition of the promotion objects,and finally optimize the policy implementation environment,so as to reduce the deviation of policy implementation,return the policy to the starting point and better achieve the initial goal. |
