| Under the background of stock planning,the policy implementation of local governments is an important starting point for regulating the direction of urban renewal,guiding market-oriented elements,reducing renewal costs,and ensuring the successful implementation of urban renewal projects.It is of great significance to promoting the process of urban renewal in my country.In this context,the implementation of policies by local governments has obviously shown an abnormally contradictory and complex appearance.That is to say,while actively exploring practical models and experiences with regional characteristics,they are also taking radical risks in regional economic development,such as large-scale construction projects,large-scale borrowing,and large-scale "urban renewal".Various opportunistic phenomena are not uncommon,which fundamentally restrict the benign nature of urban renewal in my country.developing.Identifying the underlying impact mechanism behind policy implementation is an important way to crack the "code" of local government behavior,improve government responsibilities,and improve the effect of urban renewal policies.Existing studies on influencing factors mostly focus on the traditional perspectives of political science and management,which are limited to analyzing the linear impact of a single or several factors on the implementation of local government urban renewal policies,lacking the effect of multi-factor combination and interaction on the implementation of local government policies.Explore.From the perspective of economics,principal-agent theory provides a high theoretical adaptability for explaining the phenomenon of differentiated policy implementation caused by "administrators" and "economic people" of local governments.Therefore,based on the principal-agent theory,this study focuses on the core topic of "the generation mechanism of local government policy implementation deviation in urban renewal".First,based on the principal-agent theory,this study extracts the influencing factors of local government policy implementation based on literature analysis and Delphi method,and constructs a principal-agent-based urban renewal local government policy implementation influence model.The domestic and foreign mature scales are revised in context,and the fs QCA method is used to conduct empirical analysis to obtain different factor paths of local government policy implementation deviation,and generalize them into three deviation combination modes,namely:(1)Target drift deviation: Ambiguous goals * self-interested tendencies * promotion incentives *resource endowments ~ supervision and assessment * execution pressure;(2)lack of incentive bias: ~ promotion incentives ~ supervision and assessment * execution pressure(self-interest tendencies + resource endowments);~ resource endowments~Execution pressure;(3)Resource shackled deviation: ~Resource endowment~Execution pressure(~ambiguous goal *self-interest tendency + promotion incentive).Through empirical analysis,this research confirms the various configuration combinations of local government policy implementation of principal-agent-based urban renewal projects from the perspective of configuration,and analyzes the multiple influencing factors of local government policy implementation from the perspective of economics,breaking the existing The research paradigm of the "net effect" of antecedent variables on outcome variables in the literature provides a new research perspective on the implementation of local government policies for urban renewal,and expands the application of the QCA method in the field of urban renewal practice.And put forward feasible suggestions for the superior government to effectively improve the policy implementation of local government project departments and achieve policy goals. |
