Research On The Evaluation Of Lvliang Coal To Gas Policy Implementation Effect

Lvliang City formulated the "coal to gas" policy to address the increasingly severe environmental quality problems in Lvliang.Governments at all levels and competent authorities have issued a series of documents and policies that range from natural gas sources,pipelines,installation,main grid construction,gas Price,heating equipment and other aspects to make a detailed layout.This article consults the official documents and summarizes the scientific classification of the “Coal-to-Gas” policy formulated by Lvliang City into six major policies: “Coal-to-Gas” installation subsidy policy,“Coal-to-Gas” gas price subsidy policy,and natural gas priority “Coal-to-Gas” residents policies,environmental protection department supervision policies,safe and secure dispatch policies,and organizational leadership protection policies.This chapter mainly uses the "front-back" comparative analysis method and statistical analysis of literature data,from objective results such as changes in air quality,energy consumption,primary energy consumption structure,etc.before and after the implementation of "coal to gas",and subjective questionnaire surveys.Statistical results,comprehensive evaluation of the implementation effect of the "coal to gas" policy in Lvliang City.After the implementation of the "coal to gas" policy in Lvliang City,although environmental issues have not been completely resolved,it does have a significant impact on the air quality of Lvliang City and the lives of residents.The air quality has improved significantly,such as the number of days the air quality has reached the standard,increased by about 20 days;the number of days of heavy pollution in Lvliang City has been reduced by half;the comprehensive index of air quality has dropped by about 1.2.Significant changes have also occurred in major pollutants.The content of solid particles,the ratio of carbon monoxide and sulfur dioxide have decreased year-on-year;energy saving and emission reduction have been significant,and the emissions of many pollutants have been significantly reduced.Decrease;heating energy structure is more reasonable,the proportion of natural gas in heating energy consumption has increased significantly;public satisfaction is close to 90%.Although the relevant policies for the “coal to gas” project of residents in Lvliang City have achieved significant results,they were implemented for the first time in Lvliang City.During the formulation of policies,the number of surveys and discussions was relatively limited,and no basic policies were available.There are still a series of problems in implementation,which need to be improved in time.At present,the main problems are: large gas demand,high gas cost,hidden safety hazards in the heating situation,insufficient development concepts to keep up with the times,insufficient coordination and coordination by competent authorities,and inadequate supervision and management.In response to the deficiencies in the "coal-to-gas" policy in Lvliang City,this article proposes countermeasures such as strengthening publicity efforts,ensuring stable gas supply,improving government subsidy policies,strengthening training to ensure safety,courageous exploration of energy changes,and multi-pronged prevention of pollution.
