Study On Urban Public Distribution Based On Public-private Partnership (PPP)

Urban distribution is an important supporting point for urban economic development and residents' life.However,with the improvement of distribution demand and quality requirements,various distribution enterprises are increasing investment in urban distribution facilities to ensure their market share and profits.So that the issues like the overlapped city distribution facilities and the inefficient overall distribution have become more and more serious.Thereby the urban traffic pressure is increasing,which has aggravated urban traffic congestion,waste of resources,urban environmental pollution and other problems.In view of the problems above,this paper puts forward the urban public distribution based on PPP(Public-Private Partnership),and studies the model from the perspective of system construction and operation.Firstly,the concept of urban public distribution based on PPPis presented after the introduction and analyses of problems in China's urban distribution and the experience of PPPat home and abroad.Secondly,through analyzing the characteristics of urban public distribution system andthe characteristics of different participants,urban public distribution systems suitable for different conditions are constructed.Based on the analysis of the characteristics of the participant and the cooperation project of the distribution system,the contents of the work of each participant in the urban public distribution system under the PPP mode from financing,construction,maintenance to operation,management and supervision are studied.According to the difference between the sponsor and the main responsibility,three kinds of cooperation modes are put forward,namely,government-oriented model,distribution-oriented model and financial-oriented model,and the specific responsibilities of these three cooperation modes are deeply studied.After that,the implementation process of the distribution mode is come up with to ensure the effective and sustainable operation of the system.Thirdly,the vehicle routing problem of urban public distribution based on PPP mode is described,the mathematical modeis established,and ant colony algorithm is introduced to find the solution of the model.Afterwards,the case of city distribution was analyzed by Matlab.Finally,in case study combined with the 2016 Xi'an express data,with the help of Matlab the advantages of urban public distribution based on PPP are quantitatively compared with traditional distribution mode from aspects of economy,timeliness and environment.In this paper,the application of PPP modein urban public distribution is discussed.The urban public distribution system based on PPP mode is put forward,and its cooperation mode,scope of responsibility,cooperation process and the impact on related stakeholdersin and out of the system are analyzed in depth to provide guidance for the smooth implementation of the system.In addition,combining with the case from the perspective of vehicle scheduling modeling,this paper proves that the model is very helpful to solve the problem of urban distribution,urban transport problems and urban environmental problems.The research results provide a new way of thinking about the cooperation between the government and the private sector in urban distribution.
