Since the reform and opening up,my country has made remarkable achievements in achieving rapid and sustained macroeconomic growth,but the accompanying dilemma between the deterioration of the ecological environment and economic development has become increasingly intensified.The rapid economic growth,the rapid expansion of industrialization and urbanization have brought huge environmental damage to China after the reform and opening up,and environmental problems in various fields have been exposed intensively.At the same time,the ecological and environmental problems accumulated in the process of developing the economy and realizing modernization have become the shackles that constrain the construction of a modern socialist country in China,and the transformation and upgrading of environmental governance and economic development models is imminent.The central environmental protection supervision system is an effective way to promote the construction of my country’s ecological civilization,achieve green economic development and high-quality development,and improve the quality of my country’s ecological environment.The paper adopts the literature research method.The article first defines the relevant core concepts of the central environmental protection supervision system,and expounds the relevant theories,providing theoretical support for the paper and Analytical Framework.This article introduces the historical evolution of my country’s central environmental protection supervision system,namely regional environmental protection supervision focusing on enterprises,comprehensive environmental protection supervision focusing on government supervision,and central environmental protection supervision with "the same responsibility as the party and the government".Then,I tentatively summarize the realization path of the efficiency of my country’s central environmental protection supervision system at this stage,namely,the promotion of the central authority at a high level,the breakthrough of the information asymmetry of the bureaucratic mechanism,and the strengthening of accountability with the core of "the party and the government" as the core.path.This paper collects,analyzes and studies the relevant policies,regulations and documents of the central environmental protection inspector,uses the Smith policy implementation process analysis model,takes the central environmental protection inspection system and the problems existing in the implementation process as the research content,from the system design of the central environmental protection inspector,the central environmental protection inspector The four dimensions of the system’s policy target group,policy implementation subject and policy environment are analyzed.The study found that the current central environmental protection supervision system is still faced with insufficient legitimacy and rationality;the local party committees and governments as the objects to be inspected,and related and related problems such as "one size fits all",false rectification,and insufficient accountability for inspections;the central environmental protection The inspector’s executive body still needs to improve in terms of problem discovery mechanism,rectification tracking mechanism,and public participation.Based on this,the author puts forward corresponding suggestions for improvement.In terms of system design,it is proposed to promote the legalization of the central environmental protection inspector,improve the incentive mechanism of the central environmental protection inspector and the supervision mechanism for the inspection work;The awareness of environmental responsibility of the party committee and the government and the rectification ability of environmental protection inspectors,and the improvement of the accountability mechanism of environmental protection inspectors;the executive body of the central environmental protection inspector should strengthen the ability to find problems,improve the inspection ability of key projects,improve the rectification and supervision mechanism,and improve the public participation mechanism,etc. |
