An Empirical Study On The Impact Of Central Environmental Protection Supervision On Urban Air Qualit

How to achieve high-quality sustainable development while taking into account economic development and ecological civilization construction?This is a major challenge facing China on the road of environmental governance.The central environmental protection inspector established in 2015 focused on"supervision of government".The central environmental protection inspector innovates the environmental supervision mechanism in China.The central environmental protection inspector has launched two rounds of inspectors nationwide and has achieved the full coverage of Chinese mainland’s 31 provinces,municipalities and autonomous regions.what is the environmental governance effect of the central environmental protection inspector with Chinese characteristics?This paper examines this problem from the perspective of atmospheric quality.The daily air quality index and six single pollutant concentration data of 284prefecture cities in China from January 2015 to December 2020 are matched with the information of the central environmental protection inspector.Various methods such as time rregression discontinuity in time and difference in differences method are used to evaluate the improvement effect of the central environmental protection inspector on air quality.The empirical results show that:（1）The air quality of each city is significantly improved during the supervision period.Compared with the previous month,the air quality index during the supervision period decreased by6.2%.the improvement of air quality during the supervision period was mainly reflected in PM_2.5and PM₁₀that people pay more attention to.The central environmental protection inspector have no significant impact on pollutants such as SO₂,NO₂and O₃.（2）The local government has the expected effect on the central environmental protection inspector,and the improvement of air quality began before the inspector settled in.After the inspectors settled in,there was a certain lag effect on the solution of some environmental problems.In addition,the central environmental protection inspector has a certain inhibitory effect on air pollutants in areas that near by the inspector provinces,which mainly reflected in NO₂and other pollutants from industrial activities.（3）Heterogeneity analysis shows that the central environmental protection inspector has a better effect on improving air pollution in cities north of the"Qinling Huaihe River"line,cities with strong political binding force,resource-based cities and cities with general air quality.The central environmental protection inspector has a stronger effect on improving urban air quality in the later stage.（4）The continuous analysis find that the improvement of air quality by the central environmental protection inspector was only effective in the short term.The air quality decreased rapidly in a short time after the inspector.Therefore,countermeasures and suggestions are put forward:further explore and improve the institutionalization and legalization of the central environmental protection inspector,formulate accurate supervision strategies according to the heterogeneity of air quality improvement effects in various regions,strengthen the implementation of long-term rectification and the construction of irregular return visit mechanism,and promote the normalization and long-term effectiveness of the central environmental protection inspector.
