Green development has now evolved into a complex global issue.In order to accelerate the transition of my country’s economy to high-quality development,green development is bound to be a new requirement of the new era.Since the founding of the People’s Republic of China,my country’s agricultural production has achieved rapid growth,and agricultural productivity has increased significantly.However,pollution has also accelerated accumulation under extensive production,and the high resource and environmental costs have to be paid for.Therefore,in the current context,the improvement of agricultural green development performance should be paid more attention.Among the variables that affect agricultural production performance,technology and system are both important factors.This article is devoted to researching the effect of technological progress in the agricultural field and environmental regulation as an institutional arrangement on the improvement of the quality and efficiency of agricultural green development.At the same time,it further explores whether environmental regulations play a moderating effect in the path of technological progress acting on agricultural performance under the current environmental regulation policy background.In addition,it also pays attention to different types of environmental regulation tools(emphasis is on compulsory control type2 and Market incentive tools)and the difference between long-term and short-term impacts.The research on these issues has important theoretical and practical significance for rationalizing the environmental regulatory system,promoting the green transformation of agriculture,and ultimately achieving a win-win situation for agricultural development growth and performance improvement.The thesis is guided by the methodology of Marxist historical materialism,based on Marx’s related thoughts about technological progress and institutional arrangements(environmental regulations as a form of institutional arrangements)acting on agricultural development,and appropriately draws on classical economics,modern economics and regulations.The relevant beneficial elements in economics regard technological progress,environmental regulation and agricultural green total factor productivity as the three core concepts of the article.Based on the existing research and the characteristics of my country’s agricultural development,this thesis theoretically combs the influence mechanism of technological progress and environmental regulation on agricultural green total factor productivity,including the direct influence of technological progress and environmental regulation on agricultural green performance,technology The impact of progress under the conduction of environmental regulation and regulation effects,and the impact of the aforementioned spatial spillover effects,constitute a theoretical and logical chain of impact mechanisms.Among them,the theoretical innovation driving role of technological progress is played out through four aspects: improving production technology,promoting knowledge spillover,optimizing factor allocation,and improving scale efficiency.Theoretically,environmental regulation has a two-way effect on green total factor productivity.On the one hand,environmental costs increase,and the additional input under the original output reduces productivity;on the other hand,mandatory regulatory tools and market mechanisms are used to eliminate low-efficiency and high-polluting production entities.The retention of high-efficiency and low-pollution entities has achieved an overall improvement in the industry’s green performance.Regarding the regulatory effect of environmental regulation,it is realized through the dual channels of production and consumption to stimulate technological innovation.In terms of the spatial spillover effects of each element,it is manifested in the spatial spillover effects brought about by the advancement of agricultural technology in neighboring areas and the implementation of environmental regulations.On the basis of theoretical analysis,a related hypothesis H1 is established: technological progress plays a positive role in promoting the improvement of agricultural green total factor productivity.H2: Environmental regulations have an impact on agricultural green total factor productivity,but the direction of the impact is uncertain.There may be a U-shaped impact relationship in the short and long term.In addition,the impact of different types of environmental regulations may also be heterogeneous,and more flexible market incentive tools can better stimulate technological progress.H3: Environmental regulations play a positive regulatory role in the impact of technological progress on agricultural green total factor productivity.In addition,different regulatory tools may differ in the magnitude and direction of the adjustment effect.H4: The impact of technological progress on agricultural green total factor productivity has a positive spatial spillover effect.The impact of environmental regulations on agricultural green total factor productivity has a negative spatial spillover effect.The research of this article is based on the research logic of "problem orientation-analytical — framework-theoretical — analysis-empirical testing-comparative — research-countermeasures and suggestions",with the idea of ? ? "propose problems-analyze problems-solve problems".The main research content includes three parts: asking questions(Chapter 1),analyzing problems(Chapters 2,3,and 4)and solving problems(Chapter 5).First,the question is raised to clarify the research direction of the thesis,in order to study the influence of technological progress and environmental regulation on my country’s agricultural development performance,that is,the effect of agricultural green total factor productivity,as well as the regulating effect of environmental regulation and the spatial spillover effect of various variables.Secondly,in terms of analyzing the problem,establishing a theoretical framework to analyze the problem,based on the basic principles and basic methods of Marxist political economy,and at the same time draw lessons from relevant beneficial elements in Western economics,based on the role of Marxist technological progress and institutional arrangements on agriculture The development of related ideas has also analyzed and borrowed other related classic theories such as regulatory economics,trying to analyze the theoretical connection between the three core concepts of technological progress,environmental regulation and agricultural green total factor productivity,and put forward related hypotheses.Thirdly,in terms of problem solving,first carry out the historical evolution and level measurement of relevant research objects.For example,the more real agricultural green performance level can be measured by the three-stage SBM-DEA method.Through combing the development history,we found certain regular characteristics,combined with level measurement to visualize the development process and characteristics.Using measurement tools,based on the relevant panel data of 31 provinces and cities across the country from2000 to 2019,divide it into three sub-samples of east,middle,and west,and establish a spatial panel Dubin model to test the aforementioned hypothesis.Empirical research shows that:(1)agricultural technological progress is promoting the improvement of agricultural green total factor productivity,and there is also a positive spatial spillover,that is,technological progress in adjacent areas also promotes the improvement of local agricultural green performance;(2))The compulsory management and control environmental regulations in the central region have a negative immediate effect on agricultural green total factor productivity and turn it positive in the long term;(3)Market incentive regulatory tools have positive incentives for agricultural green total factor productivity,and space overflow The effect is negative,indicating that there may be pollution transfer between regions;(4)Environmental regulations in the eastern region generally play a positive regulatory role in the mechanism,and different regions show heterogeneity.Subsequently,on the basis of theoretical analysis and empirical testing,combined with the development of representative agricultural technology progress and agricultural environmental regulation in foreign countries,we analyze the problems in the development of agricultural technology and environmental regulation in my country to obtain relevant enlightenment.Finally,it provides an effective way to seek to promote the green development of agriculture,from the advocacy of the green development concept and the implementation of the whole process,to stimulate technological vitality,to encourage technological innovation and application transformation,to optimize the construction of environmental regulatory systems,such as optimizing the combination of environmental regulatory tools,and reasonable Design the intensity of environmental regulations,establish a regional environmental governance investment and cooperation mechanism,strengthen material support,promote orderly competition and cultivate public environmental participation enthusiasm,and put forward targeted countermeasures and suggestions for the realization of rural ecological revitalization.,Promote the green development of agriculture,improve quality and efficiency and provide useful suggestions.This article attempts to make some new attempts on the basis of existing research results.The possible innovation is that the article is based on Marx’s technical progress,institutional arrangements and related thoughts on agricultural development as a whole,as well as the "two productive forces".Analyze and draw on other relevant and beneficial results such as regulatory economics.There is a broad and solid theoretical basis for guidance,and it is closely linked to the logical chain of the entire text.In addition,from the selection of research objects,optimization of research methods and other aspects,we also strive to try to innovate.For example,the narrow-sense agriculture,which has relatively little research in the academic circle,is the object,and the index selection is as close as possible to the corresponding input and output;in the research of environmental regulation,the characteristics of different tools are classified into categories,included in the discussion,and the Porter hypothesis is converted.The general research idea of "Porter hypothesis",to study the regulatory effect of environmental regulation in the mechanism.in terms of methods,the third-order SBM-DEA model,which includes undesired output in a non-radial and non-angle direction,is used to calculate a more realistic total factor productivity of green agricultural after excluding environmental variables and random factors.Through the spatial measurement model,the spatial spillover effect of the impact is taken into consideration,which helps to understand the
