| In the 2020 global environmental performance report,China’s ranking dropped again,which sounded an alarm for the solution of China’s environmental protection problems.A good ecological environment is very important for the stability of people’s daily life.Under the background of sudden and destructive environmental pollution incidents,the implementation of environmental protection policies can not only effectively deal with the major pollution problems of cities,but also help to improve the green total factor productivity of cities.Since the mid-20 th century,the forms of command and control environmental regulation tools have gradually diversified.Can the implementation of command and control environmental regulation promote the level of green total factor productivity? This problem still needs further empirical analysis.Combined with the important position of the eastern region in supporting the national economic development,this paper divides the urban agglomerations into northeast urban agglomerations,North China urban agglomerations,East China urban agglomerations and South China urban agglomerations.This paper constructs an analysis framework of the influence of command and control environmental regulation on green total factor productivity of urban agglomerations.First,select the panel data of each urban agglomeration including prefecture level cities(and above)from 2005 to 2018,and calculate the green total factor productivity and its decomposition terms through SFA method.Secondly,we build a panel regression model to analyze the impact of command and control environmental regulation on green total factor productivity and its decomposition items of urban agglomerations,and analyze the heterogeneity of its impact.The results show that: firstly,from the perspective of average growth rate,the overall level of green total factor productivity in the eastern region is generally on the rise,and the economic pulling effect of urban agglomerations in East China and North China is stronger,and the growth path of green total factor productivity in each urban agglomeration is different.Secondly,the influence of command and control environmental regulation on green total factor productivity of eastern region as a whole,northeast urban agglomeration,North China urban agglomeration,East China Urban Agglomeration and South China urban agglomeration is positive "U" type,positive "U" type,no significant structure,inverted "U" type and inverted "U" type respectively.For different urban agglomerations,command and control environmental regulation promotes green total factor productivity The sources of growth are different.Finally,the corresponding policy recommendations are put forward for the empirical results:implementing flexible environmental regulation policy,improving the supervision system of the main body and process of environmental regulation implementation,improving the evaluation system and system of environmental regulation implementation effect,so as to narrow the economic development gap between regions and improve the level of technological innovation. |
