Sustainable development concept is the global advocacy of green health production idea.It is especially necessary to strengthen the extension of sustainable development concept so as to make agricultural production develop in the direction of low-carbon,green and healthy in the process of agricultural production.However,the sustainable development of agriculture has not been paid enough attention to in the process of agricultural production,which has caused the destruction of some agricultural production environment and the great waste of agricultural resources.Jilin Province,a big province of agricultural production in our country,is the pacesetter of modern agricultural construction,and should respond to the call of the sustainable development of agriculture more actively.However,over the years the unreasonable farming methods and production and management methods have made the agricultural environmental problems of Jilin province very prominent.Therefore,this paper,based on the view of developing low-carbon agriculture,measures and analyzes the Total Factor Productivity of agriculture in Jilin province,and then puts forward the countermeasures and suggestions to promote the development of agriculture,which is of important practical significance to the sustainable development of agriculture in Jilin province.This paper summarizes the relevant theoretical knowledge of Total Factor Productivity of agriculture green by sorting out a large number of documents,and applies it to the research of total factor productivity of agriculture green in Jilin Province.This paper is based on the existing literature according to the actual situation of Jilin Province,calculating the Total Factor Productivity of agriculture in Jilin province by using the new input-output index.What differs from the existing literature in Total Factor Productivity of agriculture in Jilin Province is that carbon emissions produced in the process of agricultural production is taken as an unexpected output,fully considering the importance of environmental factors in agricultural production.The paper is based on the Luengerber index of Directional Distance Function(SBM-DDF),and the Total Factor Productivity(TFP)of agriculture in Jilin Province from 2007 to 2016 was calculated and analyzed.The results showed that:Green's Total Factor Productivity of agriculture in Jilin Province shows the trend of growth,but the growth rate is relatively slow;Tonghua City is the fastest growth of Total Factor Productivity of agriculture in nine cities of Jilin Province,while Baishan City shows a downward trend.The middle part of Jilin province is the fastest growth rate of Total Factor Productivity in the middle,east and west part of Jilin Province,followed by the western region,and the eastern region is the slowest.Through the analysis,we can see that the main factors that promote the growth of Total Factor Productivity in Jilin Province are pure technical progress and technical scale,and the factors that restrict the growth of Total Factor Productivity in Jilin Province are pure technical efficiency and scale efficiency.Finally,from the angle of improving the agricultural production environment of Jilin Province,maintaining the balance of agricultural production of Jilin Province and promoting the sustainable development of agriculture.This paper puts forward to optimize the rural industrial structure,promote the development of the rural industry of Jilin Province,perfect the education and training system of the rural labor force of Jilin Province,promote the scientific development of the agricultural production technology of Jilin Province in an all-round way,set up and perfect the supervision system of the agricultural green of Jilin Province,and adjust the countermeasure of subsidy of Jilin Province agriculture finance suggestion.
