Research On Legal Guarantee Mechanism Of Rural Ecological Revitalization

The rural revitalization strategy is a major decision and deployment of the 19 th National Congress of the Communist Party of China to promote the work of "agriculture,rural areas and farmers",among which the rural ecological revitalization is an important part of the rural revitalization strategy.Ecological civilization construction is the foundation of sustainable development of rural revitalization.At present,China’s rural ecological revitalization has made some achievements,but it still faces many challenges.Vigorously promoting the construction of legal civilization of rural ecological revitalization is conducive to improving the rural living environment.The path of carrying out rural ecological revitalization under the rule of law is to improve the construction of rural ecological environment from the perspective of the rule of law,which is conducive to realizing the top-level design of "bluer sky,greener water and livable ecology" in the countryside as soon as possible.This article mainly puts forward the system suggestion to the construction of the rule of law of rural ecological revitalization.The first chapter is the introduction.The second chapter mainly elaborates the relevant concepts and theoretical basis of rural ecological revitalization,defines the concept of rural ecological revitalization from the perspective of law,and summarizes and classifies the current problems of rural ecology.The third chapter puts forward the problem that the main body of rural ecological civilization construction lacks the concept of the rule of law and the rural ecological environment governance system is absent,and shows the new situation and new situation in the construction of the rural ecological rule of law,which provides the research basis for the improvement of the rural ecological rule of law system below.The fourth chapter puts forward the solution path to reshape the concept of rural ecological rule of law,to improve the concept of farmers’ environmental protection rule of law,to shape the correct value orientation of ecological environmental protection,and to balance the relationship between ecological civilization and economic and social development by establishing a reasonable interest coordination and guarantee mechanism to protect farmers’ environmental rights and interests.The fifth chapter elaborates the concrete measures to perfect the construction of rural ecological rule by law.First of all,the state should improve the rural ecological legislation,improve the legal guarantee system of rural ecological revitalization,and form a coordinated and unified legal system of rural pollution prevention and ecological protection system.Secondly,strengthen the environmental governance capacity of the grass-roots government,change the traditional government environmental governance mechanism,performance assessment mode and accountability mechanism;Thirdly,the judicial guarantee mechanism of rural ecological revitalization should be improved.The construction of ecological rule of law with Chinese characteristics should be carried out within the top-level framework of comprehensively advancing the rule of law of the country.It is conducive to the revitalization of rural ecology and the building of beautiful and ecologically livable villages with clean and beautiful living environments,stable and healthy ecosystems and harmonious coexistence between man and nature.
