Since it was introduced into China in the late 1970s,the technology of agricultural plastic film mulching has been widely used.It can significantly improve the water use efficiency of crops,increase yields,expand crop growing areas and significantly increase farmers’ income.Therefore,it plays a crucial role in ensuring the safety of agricultural products in China.However,with the increase of mulch coverage area and usage amount year by year,residual mulch damages soil structure,affects crop emergence,hinders root growth,and leads to crop yield reduction.The residual pollution of mulch has become an important obstacle to the health of farmland soil,which restricts the sustainable and healthy development of agriculture in China.In recent years,governments at all levels have formulated a series of plans and opinions on the prominent problem of "white pollution".With the wide use of plastic mulching technology all over the country,the acreage of agricultural plastic film mulching and the usage of plastic film mulching increased year by year in Wuhu City,the widespread application of mulching films has also led to the soil environment problem,which is increasingly serious,and residual film,as a kind of new agricultural pollution sources in southern water area,the systematic research of it is almost a blank,and due to its regional differences,it has no direct reference to the north of the control scheme.Therefore,this study mainly focuses on the utilization and recycling of agricultural mulch in Wuhu City,aiming to provide feasible policy suggestions for the prevention and control of mulch residue in Wuhu City and even in the southern water network area,so as to effectively solve the problem of mulch residue pollution in Wuhu City.In this paper,firstly,relevant concepts are defined by combing and analyzing relevant literature theories,and relevant theoretical basis is expounded and analyzed.Secondly,based on statistical data,government documents and survey data,the paper studies the application and recycling of mulch in Wuhu City.Finally,through the questionnaire survey of farmers,the analytic hierarchy process and comprehensive evaluation method were used to conduct descriptive analysis of the relevant conditions of waste plastic film collection,and the binary Logistic regression model was used to study the influencing factors of farmers’ residual film collection degree.Through the above research,the following conclusions are drawn:in recent years,the mulching coverage area and usage of Wuhu City have increased,mainly on cash crops,and the recovery rate of waste mulching reaches about 75%;80.45 percent of the farmers picked up the film remnants,but only 15.79 percent of the farmers thought that all the film remnants could be cleaned up.The most urgent problem is that the film is thin,fragile and difficult to clean and there is no place to go after picking up the film remnants.Farmers have a certain understanding of reducing residual film pollution,they think that strengthening residual film recycling management is the most important measure to reduce residual film pollution.Age,health status,main job,highest education level of family members,2018 family non-agricultural income,mulching area,understanding of the harm of film residues,whether the village or township has plastic film recycling site and understanding of degradable plastic film are the key influencing factors of farmers’ picking up of film residues.Based on the above conclusions,policy suggestion are put forward:improve recycling management,complete waste plastic film recycling and centralized treatment system;strengthen market supervision,strictly prohibit substandard plastic film into the market;vigorously publicize and guide,increase the use of recycling technology guidance and propaganda education;Increase policy support to improve the enthusiasm of picking up and recycling;Strengthen regional cooperation to maintain the quality of regional farmland environment. |
