Study On The Wishes Of Farmers’ Recycling Waste Agricultural Film

Since the introduction of agricultural film mulching technology from Japan during the reform and opening up period,it has been widely popularized because of its good effect on the growth of crops,and is known as the "white revolution".With the rapid increase in the use of agricultural film,its pollution to soil,rural living environment,etc.cannot be ignored.Agricultural film has become one of the three major agricultural pollution sources that runs counter to China’s ecological civilization construction at this stage.Although the amount of plastic film used in Henan Province is lower than that in the northwest region,Henan Province is a major grain production province,and its annual grain output ranks first in the country,especially wheat and peanuts,which have always ranked first.As an important grain and vegetable production base in Henan Province,Weishi County of Kaifeng City ranks at the forefront of Henan Province in terms of the amount of plastic film used.However,the large amount of plastic film residue and the significant reduction in peanut production caused by the plastic film residue have appeared before other cities.Therefore,from the perspective of economics,this study first analyzes the influencing factors of farmers’ willingness to recycle plastic film by applying theories of farmers behavior,circular economy,external economy,etc.,and then uses the questionnaire in Weishi County,Kaifeng City.Investigations,interviews with major farmers,data collection,binary logistic regression and other methods are used to empirically analyze the willingness and influencing factors of farmers’ waste plastic film recycling in Weishi County,and draw the following conclusions:The age of farmers,the area of peanut cultivation,the proportion of non-agricultural labor force in households,whether there is a recycling point nearby,the price of plastic film recycling,and government publicity policies have passed the significance test,which is the main influencing factor of farmers’ willingness to recycle plastic film.Among them,the age of farmers,whether there is a recycling point nearby,the price of plastic film recycling,government publicity policies,etc.have a positive and significant effect on farmers’willingness to recycle plastic film.On the contrary,the peanut planting area and the proportion of household non-agricultural labor force have a negative inhibitory effect on farmers’ willingness to recycle plastic film.First of all,the government should improve the publicity model,increase the publicity of the hazards of waste plastic film residues and the benefits of recycling plastic film to guide farmers to use standard plastic film;establish an advanced model of plastic film recovery,encourage more farmers to participate;inform the appropriate time to expose the film,encourage farmers to carry out Uncovering the film;training relevant farmers to deepen their understanding of the hazards of plastic film,and raising awareness of environmental protection to increase farmers ’willingness to recover plastic film.Secondly,the government should establish a perfect land transfer mechanism,encourage the transferring farmers to appropriately increase the number of years of land contracting,and standardize the agricultural production and operation behavior of the incoming farmers.Thirdly,the farmers are supported with subsidy standard mulching film,trade-in,etc.Support the recycling and processing enterprises to encourage the increase of recycling outlets,increase the subsidies to the enterprises ’machinery and equipment,and subsidize the prices of the companies’mulch recycling.Finally,the relevant laws and regulations unify the recycling price of waste plastic film,to a certain extent,increase the recycling price of waste plastic film or formulate other preferential policies to reduce the cost of plastic film input of farmers.Take compulsory measures to prohibit ultra-thin mulch:strict purchase and use of ultra-thin mulch by farmers;strict production and sales of ultra-thin mulch.Increase the supervision of the production and sales of film thickness.Set up a testing department to regularly detect the residual amount of plastic film in the soil,and impose corresponding penalties on farmers who have exceeded the residual amount.The innovation of this research lies in the investigation of peanut film in Weishi County,Kaifeng City,Henan Province,which has been studied less by scholars.details as follows:(1)Innovation in the research area:In this study,Weishi County,Kaifeng City,Henan Province,where the amount of plastic film used in the main grain-producing areas was selected as the research object through field questionnaire surveys;(2)Innovation from a research perspective:This study focuses on farmers’willingness to participate in the recycling of waste peanut mulch,and puts forward relevant countermeasures to enhance farmers’ willingness to participate in the recycling of waste peanut mulch;(3)Innovation of related concepts:In this study,farmers pick up the waste peanut mulch and send it to recycling outlets or recycling processing enterprises to realize the recycling of waste peanut mulch as the concept of waste mulch recycling.Plastic film,ignore the follow-up links such as waste recycling.
