| At present,the global problems of resources and environment are becoming more and more serious,and all countries in the world are exploring the road of green economy transformation.In 1994,the central government made a wise decision to start the reform of tax sharing system,and since then,China has creatively achieved a miracle of economic growth that has attracted worldwide attention.However,there is no denying that China’s economic development mode is extensive,causing serious environmental problems.Therefore,it is more necessary for China to firmly take the road of building ecological civilization.As early as in March 2016,"green development" was officially listed as one of the five development concepts in the Outline of the 13 th Five-Year Plan.The 19 th National Congress of the Communist Party of China further proposed the historical task of building a "beautiful China".Green economy has increasingly become the only way for China’s economy to achieve high-quality development.Green economy emphasizes that ecological and environmental benefits should be taken into account while economic development,so as to achieve high-quality development in which man and nature coexist harmoniously.Previous literature has extensively discussed the impact of fiscal decentralization on economic growth and environmental quality.Based on the panel data of 11 provinces and cities of the Yangtze River Economic Belt from 2007 to 2019,this paper uses the entropy method to measure the development status of green economy in 11 provinces and cities of the Yangtze River Economic Belt by constructing the green economy evaluation index system.Based on the evaluation,the Tobit panel regression model is used to conduct an empirical study on the effects of fiscal decentralization and other influencing factors on the development level of green economy in the Yangtze River Economic Belt.Following the above research ideas,the main content of this paper can be divided into six parts.In the first part,it mainly analyzes the background and research significance of the topic,introduces the research results of scholars at home and abroad,and briefly explains the research ideas,methods,structure,possible innovations and shortcomings of this paper.The second part introduces four related basic theories,including fiscal decentralization theory,sustainable development theory,externality theory and public goods theory,so as to provide theoretical support for further research.Then,it elaborates the possible influence of fiscal decentralization on green economy from two perspectives: promoting mechanism and inhibiting mechanism of fiscal decentralization.The third part analyzes the history and present situation of fiscal decentralization in China and the evolution and present situation of the green development of the Yangtze River Economic Belt.The fourth part mainly measures the level of green economy in 11 provinces and cities of the Yangtze River Economic Belt,including the description of the index system construction,weight analysis,time sequence analysis,section analysis and criterion layer analysis of the evaluation results,in order to form a certain understanding of the development level of green economy in the Yangtze River Economic Belt.The fifth part is mainly about empirical regression analysis.With fiscal decentralization as the core explanatory variable,the Tobit model is used to carry out empirical regression by selecting fiscal environmental protection expenditure,urbanization,industrialization,scientific and technological development,human capital,foreign direct investment and economic development as the control variables.The sixth part,based on the research conclusions and the actual situation of the Yangtze River Economic Belt region,puts forward the corresponding development suggestions.The conclusions of this study are as follows: the green economy of the Yangtze River Economic Belt shows a time-series feature of increasing year by year during the sample period,and the cross-section gap between provinces and cities is significant.Criterion layer is green technology,green growth,green welfare,green governance and green production from high to low.The fluctuation types of 11 provinces and cities can be classified into three types:stable development type,continuous fluctuation type and jumping type.Fiscal decentralization has significantly inhibited the development of green economy in the Yangtze River Economic Belt from the perspective of expenditure,income and financial self-sufficiency rate.In a series of control variables,fiscal environmental protection expenditure,urbanization,scientific and technological development,foreign direct investment,human capital,and economic development level promote the development of green economy,but the influence of urbanization is not significant,and the degree of industrialization significantly restrains the development of green economy.Based on this,the paper puts forward some suggestions on the development of green economy in the Yangtze River Economic Belt. |
