Since 1980,with the advent of knowledge economy,high-tech industry has developed rapidly around the world,which makes information,knowledge,technology and economy closely linked.At present,high-tech industry has spread in many fields,and has increasingly become one of the pillar industries in our country.However,although the high-tech industry aims to reduce resource consumption and waste through high-tech research and development instead of traditional industries,with the rapid expansion of the scale of high-tech industry,the environmental and resource problems should not be underestimated.Green innovation has become an important safeguard and guardian of economic growth and environmental protection.For the high-tech industry with highly intensive knowledge,information and innovative talents,promoting green innovation of high-tech industry is the only way to promote high-quality development of high-tech industry.The heterogeneity of environmental policy also has a differential impact on the green innovation of various industries.Therefore,in this policy context,how to design environmental protection laws and regulations to promote a win-win situation between environmental protection and economic growth has become the focus of attention and discussion in various fields.Based on this,this paper discusses the impact of different types of environmental regulations on Green Innovation of high-tech industry from the perspective of high-tech industry,and introduces external and internal factors to explore the regulatory role of this impact.At the same time,spatial econometric model and VAR impulse response model are introduced to explore its spatio-temporal effect from both spatial and temporal dimensions.In order to provide relevant theoretical basis and practical guidance for the government to formulate environmental regulation policies for high-tech industries.The main research conclusions include:(1)At present,the green innovation of high-tech industry in China is mainly realized by the promotion of pure technology effect,which shows that on the basis of effectively realizing pure technology research and development,the scale of production technology also has some room for progress to promote green innovation in high-tech industry.(2)Imperative environmental regulation can rapidly promote green innovation in high-tech industry through scale effect in the short term,The market incentive environmental regulation has long-term and stable effect.Both of them can have positive spillover effect on local green innovation.(3)Imperative environmental regulation and government R & D subsidies will restrain green innovation in high-tech industry in the short term,but in the long run,it will produce complementary coupling effect and promote green innovation of high-tech industry,and this effect is promoted by scale effect.Market-incentive environmental regulation and R&D subsidy can smoothly complement each other in cost to promote green innovation in high-tech industry in both long-term and short-term,and this promotion comes from the impact on pure technical efficiency.The volatility of the combination of imperative environmental regulation and government R & D subsidy is greater than that of the combination of market-incentive environmental regulation and government R&D subsidy.This conclusion has also been verified in the local area.(4)The combination of imperative environmental regulation and FDI will have a synergistic effect to promote green innovation in high-tech industry in the short term,but it will not be conducive to green innovation in the long run,This is mainly because positive pure technology effect can be generated in the short term,while negative technology spillover effect will gradually increase in the long term,which is not conducive to green innovation,while the combination of market-based environmental regulation and FDI will promote it.But this effect is stable and weak in both short-term and long-term.For the frontier,the combination of FDI and different environmental regulation has no significant impact;(5)The combination of trade openness and environmental regulation can inhibit the green innovation of high-tech industries nearby and both mainly restrain the promotion of pure technology effects.Through the deep research on the green innovation motivation of high-tech industry,this paper enriches the relevant literature on the impact of environmental regulation on green innovation in hightech industry,in order to improve the environmental governance system of our country,it provides a decision-making reference for promoting green innovation and environmental policy-making in high-tech industry. |
