Research On The Implementation Of Municipal Solid Waste Classification Policy In China

As socialism with Chinese characteristics has entered a new era,the main contradictions in my country have changed.The higher demand of Chinese residents for a better living environment has become an inevitable trend in the context of rapid economic development,while the problem of urban domestic waste has become increasingly serious.Seriously affect the urban residents’ pursuit of a better living environment.The Chinese government has implemented a pilot waste sorting policy since 2000 and has paid full attention to the work of municipal waste sorting.However,since the implementation of waste sorting policy is a complex systematic project,the current implementation of my country’s municipal solid waste sorting policy is still in the exploratory stage.Therefore,it has important research significance to study the whole process of the implementation of my country’s municipal solid waste classification policy.Based on the description of general system theory,policy tool theory,and goal management theory,this paper constructs a garbage classification policy implementation analysis framework based on the SCP theoretical paradigm with "policy system structure-policy implementation behavior-policy performance" as the main content.According to this framework,the implementation of my country’s municipal solid waste classification policy is analyzed.From an overall point of view,my country’s municipal solid waste classification policy system has been relatively complete,but there are still many problems in policy implementation and effects.In terms of policy subjects,the government has a heavy burden,and the participation of the market and social forces is still insufficient;in terms of policy objects,the public has insufficient motivation to classify waste and lacks detailed and specific normative guidelines;in terms of policy performance,the overall implementation of the national waste classification policy The effect is not ideal,and the regional differences are obvious.In order to solve the problems found,this article puts forward the basic concept of municipal solid waste management.The whole society needs to have a deeper understanding of the three major effects of waste classification,fully grasp the cooperative relationship between the three policy subjects,and practice in waste classification.China fully fulfilled their respective responsibilities.In the process of specific policy implementation,specific suggestions are put forward to clarify the responsibilities of multiple parties,use various policy tools in combination,improve the implementation and supervision mechanism,and cultivate a good external policy environment to enhance the effect of policy implementation.
