Research On The Changes Of Shanghai Municipal Solid Waste Classification Policy From The Perspective Of Multiple Sources

As the country continues to emphasize and attach importance to waste classification,the exploration of waste classification policies by local governments has also continued to increase.As one of the first cities in my country to carry out garbage classification,Shanghai’s garbage classification policies and practices have also received attention and reference from many cities.Looking back at the process of changes in the municipal solid waste classification policy,it can be found that the efforts of multiple government departments and various stakeholders have been gathered in this process.This paper uses the theory of multiple sources as an analysis tool to sort out and study the changes in the classification policy of Shanghai municipal solid waste since 1995,trying to reveal the characteristics,problems and development trends of the changes in the classification policy of municipal solid waste in Shanghai,and finally put forward relevant suggestions based on the theory of multiple sources.When analyzing the changes in the garbage classification policy of Shanghai’s domestic city from the perspective of three sources,it is found that the source of the problem is mainly caused by the changes in waste production and the number of permanent residents,and environmental pollution leading to the emergence of "cancer villages" and other focal events and related policies.Feedback constitutes;the policy source is composed of academic papers published by experts and scholars,proposed proposals,and policy exploration carried out by the central government and the Shanghai government;the political source is the ecological civilization governance concept of the central leadership group and the urban governance of the Shanghai government Philosophy and the composition of the Shanghai public’s emotional changes.The continuous development of these three streams forms a confluence,and finally,under the promotion of policy entrepreneurs,the three streams converge and couple to complete the policy changes.In the process of changes in Shanghai municipal solid waste classification policy,there are three characteristics of changes.The first is that the political sources and the sources of problems promote the continuous adjustment of policy goals;the second is that the central government’s governance philosophy and the distribution of attention guide policy changes;the third is that the three sources of policy change influence each other.The current garbage classification policy in Shanghai also has three problems.One is the problem of the target group;the second is the problem of the governance body;the third is the problem of the garbage classification policy itself.Therefore,the article predicts that the next development of Shanghai’s garbage classification policy will move toward the following two aspects.First,the policy focus will be tilted towards the domestic waste classification and charging system,focusing on the establishment and improvement of the charging system;the second is to attach importance to the construction of a collaborative governance mechanism,to give play to the governance role of multiple subjects,and to pay attention to the refinement of the responsibilities of government departments.Therefore,in order to better improve the changes in the municipal solid waste classification policy,it can be carried out from three aspects: expanding the source of the problem,clarifying the source of the policy,and leveraging the political source.
