Research On The Implemention Of The Municipal Soild Waste Classification Policy In G District Of W City

The implementation of municipal solid waste classification policy is an important measure to realize the vision of "beautiful China" and build exquisite cities,which plays a significant role in the construction of exquisite cities.In the 21 st century,China attaches great importance to the classification and treatment of municipal solid waste,which is an important measure to build an ecological civilization city.From China’s first garbage classification related legal provisions-"Environmental Protection Law" issued to guide the classification of urban household garbage.Up to now,China has promulgated a number of relevant laws and regulations,urban household garbage classification work has been carried out,has achieved certain results.But on the whole,the urban solid waste classification policy of Our country has not been well implemented,the urban solid waste classification work is not sustainable,the implementation of the urban solid waste classification policy is in trouble,and the effect is not obvious.This paper studies the implementation of municipal solid waste classification policy in G District of W City.Through literature research method,extensive collection and reference of literature related to municipal solid waste classification,questionnaire survey method and comparative analysis method are used to understand the current implementation status of this policy in G District of W City and find out the existing gaps and problems.Among them,it is difficult to implement the "double and four points" garbage classification standard,resource allocation defects in the four regions,low accuracy of "four colors" garbage classification,low efficiency of garbage classification terminal processing,low participation of target groups in the four regions,uneven implementation of policy implementation.Through the model of horn-Meter policy implementation system,this paper reveals the causes of the problems,including the lack of applicability of policy objectives and standards,inadequate allocation of policy resources,inappropriate policy implementation,the lack of effective integration of policy implementation agencies,the restriction of system environment,and the biased value orientation of the executors.And then the corresponding suggestions is putting forward,including refining W city G area policy goals and standards,such as facilities,rational allocation of financial resources resources,use diversified execution and propaganda,the promotion policy enforcement of the actuator,build good garbage classification execution environment,motivate executives to set up correct value orientation,to exert the effectiveness of the policy implementation should be.
