| Over the past 40 years of reform and opening up,China’s GDP has kept growing,which fully shows the improvement of the overall level of China’s economy and residents’ quality of life.However,with the continuous development of industry,environmental pollution incidents frequently occur and the pollution problem is relatively serious,mainly in the air field.The deepening of air pollution has a serious impact on the public’s physical and mental health and travel and entertainment,and also hinders the country’s promotion of green economy and the implementation of sustainable development strategy.At present,how to promote the atmospheric prevention and control work has become the top priority of ecological environment construction.T city is one of the core of the Beijing and tianjin tang industrial base city,heavy industry base,the development speed rapid,and keep the extensive mode of economic growth for a long time,cause T city appear light pollution in the weather for a long time,in recent years,T municipal government issued some regulations,and policies to promote prevention and control of atmospheric processes,some achievements have been made in the whole,However,a series of problems still appeared in the process of promoting air pollution prevention and control,which affected the process of T city building an ecological civilization city.Based on the progress of air pollution prevention and control in T City,Hebei Province,this paper adopts two methods,questionnaire survey and literature research,and "collaborative governance theory" to collect relevant data offline and online,analyze and integrate them,and summarize the current situation of air pollution control in T City.It is found that there are four problems in the prevention and control of air pollution in T city: the implementation effect of relevant government policies is not good,the information cooperation between governance bodies is not smooth,air pollution events occur frequently,and the participation of social governance bodies in governance is insufficient.Through consulting relevant data and literature,the reasons for the above four problems in T city are analyzed: the government role in atmospheric pollution control remains to be further defined,atmospheric pollution collaborative communication mechanism is not sound,atmospheric pollution liability and insufficient supervision system construction,social governance body to participate in the absence of atmospheric pollution control.Finally,combined with relevant experts experience and achievements,from clear the government role in atmospheric pollution control,and improve the atmospheric pollution management synergy mechanism,establish and improve the communication atmosphere pollution governance responsibility and supervision mechanism,and guide the social main body participation in atmospheric pollution control point of atmospheric pollution control measures to further optimize T city,put forward the corresponding countermeasures and suggestions... |
