In recent years,the process of urbanization and industrialization in our country has accelerated.As for Guangdong-Hong Kong-Macao Greater Bay Area,the problem of the Pearl River water pollution arises along with the rapid development of society and economy which restricts the sustainable development of Guangdong-Hong Kong-Macao Greater Bay Area.As water pollution is a regional public issues,the governance effect of a single local government is relatively weak,which requires multiple local governments to carry out collaborative governance action.Under the background of increasingly serious water pollution,many local governments in Guangdong-Hong Kong-Macao Greater Bay Area have taken coordinated actions in the field of water pollution,and formed a regional collaborative governance network.The characteristics of network structure and the influencing factors of regional collaborative governance network become the focus of this paper.This paper takes Guangdong-Hong Kong-Macao Greater Bay Area as the research object,takes the institutional collective action theory and Social Network Governance theory as the theoretical basis,the data samples of water pollution Collaborative control network in the Guangdong-Hong Kong-Macao Greater Bay Area,urban agglomeration from 2009 to 2018 is selected.By applying social network analysis(SNA),this paper attempts to draw into variables such as economy,society,environment and willingness,and makes an empirical analysis on the structural characteristics of water pollution collaborative governance network and influencing factors of regional collaborative governance network by using UCINET and prospects the vision of water pollution collaborative governance in Urban Agglomeration.The results show that:(1)The collective action of water pollution control in the mega urban agglomeration of the Guangdong-Hong Kong-Macao Greater Bay Area has formed a scale.Four cores have been formed within the urban agglomeration,and the network scale and connection have been strengthened.The characteristics of the water pollution cooperative governance network have gradually evolved from "central coordination" to "flat",forming a more reasonable multi-agent network structure.(2)The agglomeration effect of core cities is significant,while the cooperation between marginal cities is still weak,and the network has not been fully integrated in water pollution control.This is also a key breakthrough point for future cooperation in water pollution control of the Guangdong-Hong Kong-Macao Greater Bay Area.(3)The urban heterogeneity factors such as economic level,administrative level,geographical location,population and water pollution degree all have significant influences on the collaborative water pollution governance network of the Greater Bay Area,and the geographical location plays a dominant role.The willingness of governments to cooperate in bilateral relations is also affected by urban heterogeneity.Both objective factors and subjective factors jointly drive the evolution and optimization of the network structure of the Guangdong-Hong Kong-Macao Greater Bay Area’s water pollution collaborative governance. |
