Study On The Collaborative Environmental Pollution Control Mechanism In The Guangdong-Hong Kong-Macao Greater Bay Area

With the rapid development of industrialization construction,the problem of cross-regional environmental pollution becomes more and more serious.The management of environment is not the responsibility of a certain government or subject,but the problem that the whole development region needs to solve together.Therefore,coordinated environmental pollution control has been a public sector can not avoid the subject.In the face of the increasingly severe environmental pollution problem in Guangdong,Hong Kong and Macao,the governments of the three places should give full play to the utility of coordinated treatment,construct a system of coordinated treatment of environmental pollution,and lay an environmental foundation for the all-round development of green health in Guangdong,Hong Kong and Macao.Guangdong-Hong Kong-Macau Greater Bay Area,as the birthplace of innovation and development,has unique advantages in terms of geographical location and policy environment,but the development of the region is not mature at present,especially in environmental governance,regional cooperation and other aspects are still in its infancy,and lack of experience in environmental collaborative governance across regions and jurisdictions.Therefore,how to coordinate the relationship between cities and solve the environmental pollution problem of Guangdong-Hong Kong-Macau Greater Bay Area under the premise of "one country,two systems" is worth studying and discussing.This paper first expounds the background and value of this study from the perspective of reality,and expounds the ideas,methods and innovations of this study combined with the current research situation at home and abroad.Secondly,the main concepts involved in this paper are defined,and the relevant theoretical basis is expounded,and the relevant theories of cross-regional cooperative governance are analyzed and sorted out,which constitute the theoretical framework of this paper and provide theoretical support for the argumentation of this paper.Then,the necessity and feasibility of cooperative control of environmental pollution in Guangdong-Hong Kong-Macau Greater Bay Area are analyzed.Then,the present situation of environmental pollution control in Guangdong-Hong Kong-Macau Greater Bay Area is expounded,and the existing difficulties and causes are analyzed.Although the relevant measures of environmental governance cooperation in the Bay area,including relevant framework agreements,joint meetings,have also played a role in the process of environmental governance,there are deficiencies at the institutional and institutional level,and the implementation and effectiveness of environmental governance still need to be further improved.The current situation of water pollution in Guangdong-Hong Kong-Macau Greater Bay Area,the overall improvement of air quality,but the increase of ozone concentration and the continuous increase of solid waste production are outstanding environmental problems,There are still some difficulties in the environmental governance of the Bay area,such as the imperfect coordination mechanism of the main body of governance,the poor coordination of the law enforcement and judicial mechanism law enforcement and judicial mechanism,the unclear responsibility of the government in the environmental governance,and the imperfect supervision and assessment mechanism of environmental protection.Finally,from the perspective of environmental collaborative governance,improve the Guangdong-Hong Kong-Macau Greater Bay Area environmental collaborative governance mechanism path.
