Research On The Collaborative Governance Of Innovation Ecosystem In Guangdong-Hong Kong-Macao Greater Bay Area

The construction of innovation ecosystem in Guangdong-Hong Kong-Macao Greater Bay Area(hereinafter referred to as GBA)is a complex system engineering,which not only needs all kinds of innovation subject,but also needs to gather various innovative elements such as capital,technology,talents,information,etc.,as well as the "hard environment" and "soft environment" to support innovation and entrepreneurship.This puts forward more and higher requirements for the efficiency and efficiency of public management in GBA.Compared with other well-known institutional arrangements in the field of public administration at this stage,collaborative governance,as a governance model that can cross organizational functions and boundaries,has unique advantages in solving complex public problems.Study found that the innovation subjects in the innovation ecosystem of GBA are composed of government,enterprises,universities,financial institutions,intermediary service agencies and users(the public).Affected by regional heterogeneity,species diversity,niche differentiation and innovation environment,different innovation subjects are divided into self-organized communities includes research communities,development communities and application communities due to different innovation basis,resources and capabilities.It is urgent to realize collaborative governance for breaking the limits of innovative elements,creating innovative environment,strengthening the effective coordination of innovation subjects and innovation communities,which contributes to the evolution of innovation ecosystems.On the basis of references to related research,this paper proposed a framework of collaborative governance of innovation ecosystem in GBA.The framework pointed out that:(1)Regional heterogeneity is the endogenous attribute of collaborative governance of innovation ecosystem in GBA,which is also the basis and breakthrough direction of collaborative governance;(2)The innovation governance network is composed of transportation network and information network,which is an important foundation for the connectivity of the innovation ecosystem in GBA;(3)The institutional layer,the activity layer and the security layer are the three levels to promote the development of the innovation ecosystem in GBA,and they are the key to solve the existing collaborative governance dilemma;(4)Adjusting measures to local conditions,to the times,to different people and to different events is the principle that must be followed in the collaborative governance of innovation ecosystem in GBA.Compared with the ideal governance framework,it is difficult to realize the collaborative governance in GBA because of the obvious differences in multiple systems,the imperfect regional coordination mechanism,the lack of link of innovation chains,the improvable transportation and information networks and the insufficient data enabling collaborative governance.Based on the experience of collaborative governance of innovative ecosystems in typical Bay areas in the world,this paper put forward the countermeasures and suggestions for collaborative governance of innovation ecosystems in GBA.
