After the "Guangdong-Hong Kong-Macao Greater Bay Area Development Strategic Plan" was put forward,"improving the level of cooperation and promoting the coordinated management of environmental pollution" has become a common topic of concern at the domestic level.However,the coordinated governance of environmental pollution in the Guangdong-Hong Kong-Macao Greater Bay Area still faces many difficulties.From the perspective of governance,the Guangdong-Hong Kong-Macao Greater Bay Area is a cooperation and development under different political and economic systems,with diversified systems and rules,and environmental pollution.There are system defects and obstacles in collaborative governance,and it is impossible to completely solve it only by relying on the government to give preferential policies.It is necessary to establish a broader innovative system to promote the integrated development of the Guangdong-Hong Kong-Macao Greater Bay Area and a corresponding regional cooperation and implementation mechanism.Therefore,this article seeks to explore the institutional innovation of Guangzhou,the central city of the Guangdong-Hong Kong-Macao Greater Bay Area,to provide institutional support for the integrated development of the Guangdong-Hong Kong-Macao Greater Bay Area,to break the systems and rules that hinder the integrated development of Guangdong-Hong Kong-Macao,and draw the following conclusions.First,the differences in institutional diversity have formed the source of the innovation and development of coordinated governance of environmental pollution in the Greater Bay Area.The advantages of the “one country,two systems” system,the unique advantages of Hong Kong and Macao,and the pioneering advantages of Guangdong’s reform and opening up can be fully utilized in the coordinated governance of environmental pollution in the Greater Bay Area.And other institutional diversity advantages to promote the construction and development of the ecological environment in the Guangdong-Hong Kong-Macao Greater Bay Area.Second,the coordinated management of environmental pollution in the Greater Bay Area consists of an institutional system,an information system,a command system,an implementation system,and a resource guarantee system.It is composed of three elements:integrity,synergy and system.The three elements of integrity,synergy,and system have inherent structure and relationships,and they play the functions of decision-making,deployment,linkage,and hierarchical cooperation under the control of coordinated environmental pollution control.Third,the coordinated governance model of environmental pollution in the Greater Bay Area is "cooperative framework agreement + joint meeting system + special subject team".The importance of top-level design should be emphasized,the legal and institutional system for macro governance should be improved,and policy guidance should be used with the help of " Cooperation Framework Agreement + Joint Conference System + Special Topic Responsible Group" to build a multi-level cooperative relationship between participating entities.Fourth,the innovative path for the coordinated management of environmental pollution in the Guangdong-Hong Kong-Macao Greater Bay Area is based on the recognition of the goal of coordinated management of environmental pollution in the Guangdong-Hong Kong-Macao Greater Bay Area,and vigorous implementation including strengthening the construction of cross-domain governance institutions for the Greater Bay Area’s ecological environment;Cross-regional interest coordination mechanism and establishment of competition and cooperation;building an integrated governance system for ecological and environmental protection organizations in the Guangdong-Hong Kong-Macao Greater Bay Area;promoting cultural integration and building social identity and other measures.
