| The problems faced by the Guangdong-Hong Kong-Macao Bay Area collaborative air pollution management is how to solve the air pollution legislation and law enforcement on adhering to "One Country,Two Systems".The Guangdong-Hong Kong-Macao Greater Bay Area is about to be a world-class bay area.New York Bay Area and the San Francisco Bay Area,and the Tokyo Bay Area is a model of greater bay area.The Guangdong-Hong Kong-Macao Greater Bay Area is just at the very beginning.The experience of constructing a great bay area of developed countries helps us a lot.However,problems encountered in Guangdong-Hong Kong-Macao Greater Bay Area can be solved in Chinese characteristic which is crossing the river by feeling the stones.The Guangdong-Hong Kong-Macao Greater Bay Area consists of Guangzhou,Foshan,Zhaoqing,Shenzhen,Dongguan,Huizhou,Zhuhai,Zhongshan,Jiangmen,Hong Kong and Macao.It involves different jurisdictions and different legal systems which is unpresidential in China.This article is mainly divided into the following sections:The first chapter is to analyze the fruits and problems of the air pollution control in Guangdong-Hong Kong-Macao Bay Area.The framework agreement,regional environmental monitoring system,joint meetings,etc.which have certain results.But there are still some problems such as weak effectiveness administrative agreements,conflicts in legal system,etc.The second chapter is to demonstrate the necessity and feasibility of collaborative management of Guangdong-Hong Kong-Macao Bay Area.Air pollution is fluid,regional,public,external and complex.The existing territorial governance is insufficient to meet the problems in regional air pollution.The third chapter provides suggestions for Guangdong-Hong Kong-Macao Bay Area in collaborative management of air pollution.We should establish the principles of collaborative governance in Guangdong-Hong Kong-Macao Bay Area.Also,the article provides some suggestion in how to improve legal systems and operating mechanism. |
