Abstract/Summary:
In 2019,ecological conservation and high-quality evolution of the Yellow River Basin has been elevated to a major national development strategy.All efforts to improve the level of green development of the Yellow River Basin have a more profound theoretical and practical significance.The Yellow River basin is a valuable ecological barrier and resource-rich area in China,as well as an important gathering place of energy and chemical industry.At present,the basin is facing problems such as lower industrial level and ecological damage,which restrict its high-quality green development.Environmental regulation as an important policy regulation to control energy consumption and pollution,to inspire the green innovation,and to promote green development level can work effectively.Improving aspects of the industrial structure upgrade helps to promote resource configuration efficiency and to promote the efficiency of technology,which is the key way to promote the evolution of the Yellow River basin to realize high-quality development.Based on the above background,firstly,the thesis discusses the effect mechanism of environmental regulation and industrial structure upgrading on green total factor productivity in the Yellow River Basin,and excavates the internal relationship between the above two factors to analyze the synergistic effect on green total factor productivity.Secondly,based on the data of 65 prefecture-level cities in 9 provinces of the Yellow River Basin from 2008 to 2017,the environmental status,industrial structure status and green total factor productivity status in the Yellow River Basin are explored,and the green total factor productivity and its decomposition indexes are calculated.Thirdly,the fixed-effect model and the systematic-GMM model are used to empirically test the effects of environmental regulation and industrial structure upgrading on green total factor productivity.And their interaction terms are introduced to test whether environmental regulation and industrial structure upgrading have synergistic effects on green total factor productivity.Through theoretical and empirical analysis,the thesis draws the following conclusions:(1)The green total factor productivity of the Yellow River Basin from 2008 to 2017 shows a declining trend,mainly due to the decline of technological progress.The green total factor productivity of the Yellow River Basin is lower than the national level,which has great room for improvement.From the lower reaches to the upper reaches of the basin,the green total factor productivity level decreases gradually.(2)Environmental regulation in the Yellow River Basin has a prominent positive effect on green total factor productivity through innovation-compensation effect,while industrial structure upgrading through resource factor allocation and technique-rate-improvement effect.The interaction of the two factors has a conspicuous positive effect on green total factor productivity through firm selection,social demand and innovation compensation mechanism.The effects of the above three aspects are equally significant in the upper,middle and lower reaches of the basin.(3)In addition to the negative impact of the FDI of the Yellow River Basin,endowment structure,R&D investment,fiscal spending of government,urbanization and regional economic development all have positive effects on the green total factor productivity at different significant levels.Based on the above conclusions,this thesis puts forward three suggestions for green total factor productivity promotion and high-quality green evolution of the Yellow River Basin.Firstly,it is necessary for the government to perfect the environmental regulation of the Yellow River Basin and to mobilize the initiative of the division of labor and cooperation.Then,the relevant departments need to optimize and to upgrade the industrial structure of the Yellow River Basin,in order to improve the industrial resource allocation and utilization efficiency with the help of scientific and technological means.Lastly,it is important for the government to take into account the natural and social differences in various regions,for the sake of improving the level of green development according to local conditions.
