| At present,China’s economy has shifted to a stage of high-quality development.In the new historical period,we need to coordinate economic development with ecological protection and improve the quality of economic growth.The essence of this is to improve green total factor productivity.By continuously improving the efficiency of environmental governance,increasing the intensity of environmental regulations,and promoting the development of green agriculture,the country proposed the "double carbon" goal in 2020 and raised it to the strategic level,further emphasizing the importance of low-carbon driving the green transformation of agriculture and developing high-quality agriculture.In this context,the implementation of scientific environmental regulations to promote agricultural green total factor productivity has become a necessary means of China’s economic green transformation.This paper combines neoclassical economics and Porter’s hypothesis to construct a theoretical analysis framework to study the green total factor productivity growth of agriculture in the middle and lower reaches of the Yellow River from the perspective of environmental regulation.Firstly,a descriptive statistical analysis of the current situation of agricultural development in the middle and lower reaches of the Yellow River region is carried out from three aspects: economic growth and industrial structure,agricultural production factor utilisation efficiency and agricultural carbon emissions.Secondly,the statistical data of 28 cities in 5 provinces in the middle and lower reaches of the Yellow River region were used to measure the intensity of environmental regulations and the agricultural GTFP index respectively,and trend analysis and convergence tests were conducted.Finally,a fixed-effects panel regression model was established,with cumulative GTFP as the explanatory variable and environmental regulation as the explanatory variable,and control variables such as disaster rate,agricultural industry structure,agricultural mechanisation level and economic development level were selected from both endogenous and exogenous perspectives to conduct regression analysis on the path of environmental regulation affecting agricultural GTFP.The study found that:(1)The average annual agricultural GTFP and the average annual growth rate in the middle and lower reaches of the Yellow River showed a fluctuating upward trend,with the growth rate being faster and then slower.(2)The growth of agricultural GTFP in the middle and lower reaches of the Yellow River belongs to the"two-wheel drive"model of technological progress and technical efficiency,but the long-term negative growth of technical efficiency in some provinces has seriously inhibited the continuous improvement of green total factor productivity in agriculture.(3)There are significant inter-provincial spatial differences in agricultural GTFP growth in the middle and lower reaches of the Yellow River,but the results of the absolute beta convergence test indicate that this gap will converge over time,eventually achieving balanced growth and coordinated development of agriculture in the region.(4)There is an inverted U-shaped influence relationship between environmental regulations and agricultural GTFP in the middle and lower reaches of the Yellow River as a whole and in the middle reaches.(5)There are regional differences in the impact of various factors on agricultural GTFP in the middle and lower reaches of the Yellow River.In order to improve agricultural green total factor productivity from the perspective of environmental regulation,promote ecological protection and high-quality agricultural development in the Yellow River basin,it is necessary to further improve the environmental management of the Yellow River basin in the framework of promoting cross-regional governmental coordination.In order to improve the green total factor productivity of agriculture in the Yellow River Basin from the perspective of environmental regulation,we need to further increase the contribution of agricultural GTFP to economic growth in the region under the framework of promoting cross-regional governmental coordination and governance;continuously promote agricultural technological progress and improve agricultural technological efficiency;reasonably formulate differentiated environmental regulation policies;improve the natural environment,reduce the rate of crop damage,optimise the structure of agricultural industries,enhance the level of agricultural mechanisation,promote rapid economic development,and multi-dimensionally enhance the green total factor productivity of agriculture in the middle and lower reaches of the Yellow River.Productivity. |
