Study On The Evaluation Index System Of Agricultural High Quality Development From The Perspective Of Water Ecological Civilization

China’s economy has changed from a rapid growth stage to a high-quality development stage.With the continuous promotion of the construction of water ecological civilization,economic development has changed from attaching importance to economic benefits to the coordinated development of economic development and ecology.Agriculture has also changed from extensive production development to high-quality development of agriculture.In addition to focusing on economic benefits,agricultural output,agricultural output value and per capita income of farmers At the same time,we should pay attention to the benefits of ecological environment.Water resource is the basic guarantee of agricultural production and life,and plays an important role in agricultural development.From the perspective of water ecological civilization,the study of agriculture has important guiding significance for the high-quality development of agriculture,and provides a new direction for the high-quality development of agriculture.First of all,based on the review of the relevant literature,this paper defines the concept of water ecological civilization and high-quality development of agriculture,which is based on three theories: Marxism theory,Schulz’s transformation of traditional agriculture theory,and sustainable development theory.Based on the analysis of the interaction between water civilization and high-quality development of agriculture,this paper constructs the perspective of water ecological civilization Under the evaluation index system of agricultural high-quality development,the agricultural development of Hunan Province from 2009 to2018 is selected as the reference investigation object.Through the collection and sorting of data in the statistical yearbook over the years,the entropy method and weighted linear sum method are used to evaluate the current situation of agricultural high-quality development in Hunan Province in recent 10 years,and the influencing factors restricting the development of agricultural high-quality from the perspective of water ecological civilization are analyzed On the basis of this,it provides countermeasures and suggestions for promoting the high-quality development of agriculture from the perspective of water ecological civilization.Through the research of this paper,it is found that the indicators of water ecology and green development have a great impact on the high-quality development of agriculture in Hunan Province from the perspective of water ecological civilization;Structural optimization,power transformation,green development and water management system have restricted the development of high-quality agriculture.Measures are needed to promote the development of structural optimization,power transformation,green development and water management system,as well as the development of efficiency improvement and aquatic system.
