| The ecological civilization is a new civilization after the agricultural and industrial civilizations in the development of human society. Our country refered the ecological civilization construction to an unprecedented strategic height, and ecological civilization construction has been become an important and urgent task of sustainable development. How to evaluate the development level of ecological civilization and judge the progress of ecological civilization construction has an important theoretical and practical significance to accelerate the construction and development of ecological civilization.This study based on the comprehensive analysis of the research results of the relevant evaluation index system of ecological civilization, improved and quantified some indexs which based on " the indexs of national ecological civilization construction demonstration city ", and proposed a comprehensive index evaluation model of ecological civilization that based on principal component analysis. This paper taked the Xi’an City as the research object, analysed the current situation and ecological civilization development process in Xi’an City, used the evaluation model that evaluate The level of development of ecological civilization in Xi’an City. Finally, this paper puted forward countermeasures of ecological civilization construction in Xi’an City on the basis of the evaluation results.This study achieved the following major results:Fist, this paper base on " the indexs of national ecological civilization construction demonstration city " improved and quantified some indexs, determined six system layer which inclued the ecological space, ecological economy, ecological environment, ecological life, ecological system and ecological culture, amounted to 29 indexs of the ecological civilization city development level evaluation index system. This study established a comprehensive index evaluation model of ecological civilization that based on principal component analysis.Second, this study through the research and arrangement of the ecological civilization related data in Xi’an City, analyzed the change trend of the six systems of ecological civilization. This paper obtained date which included the six systems of Xi’an City have been increased in varying degrees from 2005 to 2014, the three systems’s indexs of ecological economy, ecological environment and ecological life were rapided growth from 2005 to 2012, and the two systems’s indexs of ecological system and ecological culture were rapided growth from 2012 to 2014.Third, this paper used the evaluation model which established, calculated the index of each subsystem and the comprehensive index of ecological civilization. Through the result of the index, the comprehensive index of ecological civilization has been increasing from 2005 to 2014, and the development level of ecological civilization has been increasing year by year. The development trend of each subsystem is basically consistent with the trend of comprehensive development of ecological civilization. The indexs of superior ambient air days, the standard-reaching rate of surface water of environmental functional area, the standard-reaching rate of soil environmental quality, the wastewater recycling rate, the industrial water repeating utilization factor and the public satisfaction of the construction of ecological civilization were the main factors restricting the development of ecological civilization. The ecological system and the construction of ecological culture belong to the initial stage.Fourth, according to the evaluation results of the development level of ecological civilization in Xi’an city, put forward the countermeasures of the construction of ecological civilization in Xi’an City from five aspects wich conclued optimizing the pattern of land and space, promoting resource conservation and recycling, improving environmental quality protection of natural ecosystems and strengthening the construction of ecological civilization system. |
