Analyze On Measure Of China’s Ecological Civilization Development Level And Its Space-time Evolution

The 18 th Central Committee of the Communist Party of China put the goal of “strive to build a beautiful China and realize sustainable development of the Chinese nation”.Construction of ecological civilization has become the only way to build the "Two-oriented Society" and achieve sustainable development under this new situation.At present our country in the aspect of theory and practice of ecological civilization is still in the exploratory stage,so we need to make an accurate grasp the connotation of ecological civilization.Evaluation index system of ecological civilization is based on ecological civilization connotation and requirements,and aims at quantitative evaluation of all kinds of aspects of regional ecological civilization construction and defining the method of regional ecological civilization development’s level and stage,only by establishing a set of index system which is scientific,accelerated and accords with the rational conditions of China,can we assess and grasp the regional ecological civilization development stage and use the research results to promote the level of regional ecological civilization development to a higher stage.According to government documents and the related research results about ecological civilization,we explain the characteristic of ecological civilization and its connotation,and build the ecological civilization development evaluation index system on the basis of it.This index system cover the ecological environment and social economy two criterion layers,which include nine semicriterion layers for a total of 26 indicators.We use the analytic hierarchy process(AHP)and entropy weight method to endow them with different weights,and composite index method is used to calculate the mainland of china and its 30 provinces(except Tibet)in 2003-2014 comprehensive evaluation index of ecological civilization development.According to the evaluation results,we firstly analyze the regional differences and change tendency of national ecological civilization development level and the ecological environment and social economic development level,and use ArcGIS 10.3 and GeoDa 1.6.7 to make the spatial autocorrelation analysis on provincial level of ecological civilization development,then make the further research on the relationship between ecological environment and social economy in the construction of ecological civilization by using SPSS 24.0and Eviews 8.0,Finally,we provide the corresponding theoretical and policy Suggestions reference to construction of ecological civilization in China according to the research results.Research conclusions are as follows.(1)From the perspective of comprehensive development tendency and inter-provinces differences of the ecological civilization development level: at present,the ecological civilization development level in most areas in our country is not high compared with the developed countries,and the level remains obvious rising trend from 2003 to 2010,after 2010,the growth tend fluctuates in different stages;Although regional ecological civilization development difference decreases year by year,the difference between regions is still obvious,the ecological civilization development level in eastern coastal province is significantly higher than the Midwest region,and the development level of northwest region is lowest.(2)From the perspective of the spatial pattern of evolution of ecological civilization development level: the national ecological civilization development level from 2003 to 2014 appears significant positive spatial autocorrelation;The spatial agglomeration of provincial ecological civilization development level is obvious,high-level region expand significantly and low-level region contract obviously,more and more provinces in HH quadrant and less and less provinces in LL quadrant,ecological civilization development trend march toward the direction of more and more good.(3)From the perspective of the relationship between ecological environment and social economy: the result of correlation analysis between the two aspects shows that there are significantly positive correlations between them;the result of co-integration analysis indicates that there are long-term stable cointegration relationship between them;the result of Granger causality test shows that neither are the granger reason of the other party;According to the panel data analysis on the impact on the ecological environment caused by the aspect of social economic,resource saving,development structure and population quality has a positive effect on ecosystem environment,while people’s living standards has a reverse effect on the ecological environment.
