Research On The High-quality Economic Development Level Of The National Ecological Civilization Pilot Zon

On October 16,2022,General Secretary Xi Jinping pointed out at the 20 th Party Congress that "high-quality development is the primary task of building a modern socialist country in an all-round way." High-quality development is one of the essential requirements of Chinese-style modernization and has been given an extremely important status in the 20 th National Congress report.The national ecological civilization pilot zone is a "leading zone" for comprehensive green transformation of economic and social development,and its construction goal is highly compatible with the connotation of high-quality development,and it includes both developed and less developed provinces,and there are differences in economic development.Therefore,the study of their economic quality development level can more effectively assess the current situation of China’s economic quality development level and provide directions for further optimization of the economic quality development level.This paper takes four provinces and 28 prefectures in the National Ecological Civilization Pilot Zone from 2010 to 2020 as the research objects,and conducts a descriptive statistical analysis of the current situation of the construction of the National Ecological Civilization Pilot Zone,then uses the entropy weighting method and the linear weighting method to measure the economic high-quality development level of the National Ecological Civilization Pilot Zone at the provincial level and the prefecture level,respectively,and then uses the coefficient of variation to analyze the regional balance of the economic high-quality development level of the National Ecological Civilization Pilot Zone.The regional balance of the high quality development level of the national ecological civilization test area is then analyzed using the coefficient of variation,and the Dagum Gini coefficient,kernel density estimation and Moran index are further applied to study the spatial and temporal evolution pattern of the high quality development level of the economy of the national ecological civilization test area.The research results show that(1)the four provinces in the national ecological civilization pilot zone have good ecological foundation,and there is a big gap between the economic development level of less developed provinces and developed provinces,but even for the provinces with larger economic volume,there are still problems that the industrial structure is not reasonable and still needs to be adjusted;(2)in terms of the economic quality development level at the provincial level,the economic quality development indexes of Fujian and Jiangxi are 0.68 and 0.67 respectively,while Hainan and Guizhou are 0.49 and 0.47 respectively,and the improvement of green environment in each province contributes to the improvement of their economic quality development level;(3)At the prefectural level,the economic quality development level of Fujian Province has slowed down in recent years,while the overall economic quality development level of Jiangxi Province is higher,and Sanya in Hainan Province is better than the prefectural level.(4)from the spatial and temporal evolution pattern,the overall economic quality development level of the national ecological civilization experimental zone shows a continuous improvement and the regional gap is gradually narrowing,the gap mainly comes from the provincial differences,the economic quality development level in Fujian Province The diffusion effect is obvious and positively correlated with space,while the prefecture-level cities in Jiangxi and Guizhou are basically in the low growth area of the local Moran index,and the provincial capital cities have a significantly higher level of economic quality development than the prefecture-level cities.Based on the above analysis results,this paper proposes targeted countermeasures to improve the level of high-quality economic development in the national ecological civilization test area: provinces in the national ecological civilization test area should increase R&D investment,improve scientific and technological innovation capacity,continuously optimize the economic structure,improve resource utilization efficiency by building a green production system,build a high-level channel system,optimize the business environment,improve weak links in education,narrow the urban-rural income gap,further improve the sharing level of people’s livelihood,and strengthen regional cooperation to promote coordinated regional development.
