| At present,our country is gradually from traditional agriculture to modern agriculture,is a big agricultural province,hunan province,and dongting lake in hunan province and across the country has a pivotal position in agricultural production,is China’s nine largest base of commodity grain,cotton,the lake district in less than 1/6 of the land,accounting for more than 20% of the province’s total annual production out of the food,more than 80% of the cotton,more than 30% of the oil and more than 40% of the aquatic products,according to statistics,in 2017,the lake district of agricultural production value of 152.357 billion yuan,accounting for 29.2% of hunan province,the total grain output of 8.578 million tons,accounting for 27.91% of the province,It plays an important role in the development of agricultural economy in hunan province and makes great contribution to the national food security.It provides more than 2.5 billion tons of commercial grain to the supplying countries every year(1).But in recent years,the increasingly serious environmental problems have become important factors hinder the dongting lake agricultural sustainable development,due to the neglect of ecological environment protection in the process of agricultural production,the unreasonable development and utilization of agricultural resources and global environment change,dongting lake flooding disaster is serious,water environmental degradation,the aquatic resources increasingly recession,soil fertility decline,the cultivated land quality become worse,rural ecological environment pollution is serious,the rural industry structure imbalance and other issues,it will have a negative impact on the overall economic development of dongting lake,the traditional agricultural development do not attach importance to the harmony of man and nature,The wanton destruction of resources has pushed the potential for economic growth to its limits.Therefore,we must find a way to adapt to the socialist agricultural economic development in the current economic society in order to fundamentally meet the needs of social modernization.Research ideas of this paper: Using the listing method to calculation of agricultural non-point source pollution,and use it as the "purpose" in the process of agricultural production output indicators into the agricultural total factor productivity evaluation model,according to relevant statistics,the SE-SBM model and index M measure dongting lake green agricultural total factor productivity dynamics,analyze the difference of time and space,and then within the scope of its three main cities of yueyang,changde,yiyang green agricultural total factor productivity analysis of regional difference,without considering the environment factors of yueyang,changde and yiyang agricultural total factor productivity to accounting,clear the expected output influence on total factor productivity,Then the convergence is analyzed.Finally,based on the panel data,the panel Tobit model was used to analyze the total factor productivity of agricultural green in dongting lake,taking urbanization rate,agricultural disaster situation,financial expenditure on agriculture,industrialization rate,per capita planting area,per capita income of farmers and mechanization rate as explanatory variables.Finally,based on the empirical analysis,some countermeasures are put forward.The main conclusions of this paper are as follows :(1)From 1995 to 2016,total factor productivity of agricultural green in dongting lake area has been improved to a certain extent,with obvious regional differences.(2)From the perspective of the differences within the lake district,the total factor productivity of agricultural green in both yueyang and changde increased,while that of yiyang deteriorated slightly.The growth rate of total factor productivity of agriculture in yueyang and yiyang was lower when environmental factors were considered than when environmental factors were not considered,but the growth rate of total factor productivity of agriculture in changde was higher when environmental factors were considered than when environmental factors were not considered.There is no obvious convergence phenomenon of green total factor productivity in dongting lake area,and the trend is unstable.(3)Fiscal expenditure on agriculture,farmers’ per capita income and mechanization level promote the growth of green total factor productivity of agriculture in dongting lake;Urbanization rate,agricultural disaster situation,industrialization rate and per capita planting area have a restraining effect on the growth of factor productivity of dongting lake agricultural green group.Based on the above research conclusions,this paper proposes five core policy Suggestions:(1)transformation of the mode of dongting lake agricultural development,support agricultural science and technology innovation,efficient,high quality,intensive development mode,speed up the transformation of agricultural scientific achievements and application,etc.(2)adjust measures to local conditions to improve the agricultural total factor productivity,green light of the specific conditions of the various regions targeted into corresponding environmental administration fee and technology research and development fee(3)to improve the level of agricultural workers overall quality,consolidate and enhance the level of compulsory education in underdeveloped regions,strengthening the backward area secondary and higher vocational education in rural areas(4)to improve the infrastructure,improve the ability of disaster relief,strengthening the construction of irrigation and water conservancy project,The new technology of flood control and drought relief was added to establish the follow-up management system.(5)increased fiscal expenditures for supporting agriculture,give play to the government’s macroeconomic regulation and control ability,for example,the government should actively provide support agriculture farming and safeguard measures,efforts to increase agricultural subsidies,farmers increase production,provides the scientific research funds to support agricultural research progress,for the green development of agriculture provides the fine varieties,efficient production equipment and other technical support,build the system of government control and market incentives and other diversified environmental regulation system and build long-time mechanism for promoting in the development of green agriculture. |
