Study On Rural Ecological Environment Governance In Jingzhou Under The Background Of Rural Revitalization

Ecological environment is the foundation of sustainable economic development.The No.1 document of the CPC Central Committee in 2018 clearly pointed out that we should build the rural countryside into a happy and beautiful new home.After the 19 th National Congress,the documents,Rural Revitalization Strategic Plan(2018-2022)and Views on the Implementation of the Rural Countryside Revitalization Strategy were sequentially issued,which called for strengthening comprehensive management of the rural ecological environment and promoting green rural development.The No.1 document in 2020 of the central government stressed the necessity of consolidating the improvement of rural living environment,promoting the reconstruction of rural toilets,rural household garbage and sewage treatment.With the acceleration of urbanization,new rural construction is in full swing.However,rural development and the environmental pollution and ecological destruction phenomenon seriously affected rural residents’ quality mentally and physically,which threatens the ecological security in the countryside and hinders the new rural construction in our country and beautiful village construction.In recent years,in order to improve the quality of rural ecological environment and accelerate the construction of green ecological rural revitalization,Jingzhou Municipal government has actively organized rural "Toilet Revolution",village cleaning,garbage harmless and other special activities,which have significantly improved the ecological environment management and village appearance of Jingzhou rural areas.According to the data released on the website of Jingzhou Municipal People’s government,by the end of 2019,Jingzhou has won the central special fund of96.38 million yuan and the provincial fund of 36.42 million yuan,completed the comprehensive improvement of rural environment in 468 villages,and created 3 National Ecological townships,33 Provincial Ecological townships and 56 municipal ecological townships;A total of 1 national ecological village,297 provincial ecological villages and1675 municipal ecological villages were established.By using the methods of literature research and field investigation,this paper analyzes the current situation and effectiveness of rural ecological environment governance in Jingzhou,reveals the existing problems and the causes of the deterioration of rural ecological environment in Jingzhou,analyzes the measures and effects of rural ecological environment governance adopted by Jingzhou municipal government,probes into the long-term mechanism of rural ecological environment governance in Jingzhou,and puts forward policy suggestions for rural ecological environment governance with Jingzhou characteristics.The research content of this paper is to expand the theoretical system of rural ecological environment governance,which can promote the construction of new countryside in Jingzhou,improve agricultural production capacity and the life quality of rural farmers,narrow the gap between urban and rural areas,promote rural revitalization,enhance the degree of rural ecological civilization,and realize the sustainable development of rural areas in Jingzhou,which has important theoretical value and practical significance.It can provide reference and application value for the development of rural ecological environment governance policy,and provide beneficial reference and enlightenment for the construction of beautiful countryside and rural ecological environment governance.
