With the deepening of the idea of ecological civilization,our country pays more and more attention to environmental issues,and "green development" has become one of the paths of sustainable development.The report of the 18 th National Congress of the Communist Party of China clearly stated that in order to realize the sustainable development of the Chinese nation,we must persist in saving resources and protecting the environment,and strive to promote green development.The 19 th National Congress of the Communist Party of China once again emphasized the importance of green development,and green development should gradually penetrate into every aspect of the economy and society.As an important ecological security barrier in western China,the Qilian Mountain Natural Reserve has a sensitive and fragile ecological environment and sharp contradictions between man and nature.Therefore,green development in this area is imperative.For a long time,due to the influence of natural environmental changes and man-made economic activities,coupled with inefficient management,local ecological damage in Qilian Mountains has been severe,and the integrity and authenticity of the ecosystem are insufficiently protected.It is a serious challenge to achieve green and high-level development of the natural reserve.Therefore,it is necessary to study the current level of green development of the Qilian Mountain Natural Reserve and the factors affecting its development.This thesis selects several representative counties in the Qilian Mountain natural reserve in the Gansu Province,namely Yugu Autonomous County in the south of Gansu,Mongolian Autonomous County in the north of Gansu,and Tianzhu Tibetan Autonomous County.On the basis of the development status of the land and the data obtained,the evaluation index system of the green development level of the Qilian Mountain Natural Reserve is constructed with local characteristics,and the green development level of the natural reserve is measured from the time dimension,and the obstacle factor diagnosis and analysis are carried out.The analysis results show that the comprehensive level of green development of the three counties in Gansu Province in the Qilian Mountain Natural Reserve from2009 to 2018 showed a fluctuating upward trend.Among them,the economic and social development and green development capabilities of the three counties showed an overall upward trend.The ecological environment of Sunan County shows an "inverted U-shaped" trend,Subei County is stable and improving,and Tianzhu County fluctuates upward;in the diagnosis of obstacle factors,it is found that ecological protection and ecological carrying capacity factors have a greater hindrance to the realization of high-level green development of the natural reserve.Ecological protection is the most important factor hindering the green development of Sunan County and Subei County,and the major factor hindering the green development of Tianzhu County is the ecological carrying capacity.Therefore,based on the empirical results,the following policy recommendations are put forward:upholding the developmental concept of ecological priority,accelerating the transformation of economic growth mode;improving people’s quality of life and resource utilization efficiency;strengthening supervision,increasing ecological carrying capacity,and improving ecological environmental protection mechanisms.By measuring the level of green development of Qilian Mountains,this thesis further reveals the important factors that hinder the realization of green development of Qilian Mountains,hoping to guide the future ecological construction and sustainable development,so as to adopt targeted policies and measures to improve the ecology of Qilian Mountains Natural Reserve and achieve a green and high-level development in the reserve.
