In the process of rapid development,agriculture presents the characteristics of a complete agricultural production structure and industrial optimization and upgrading,but it also faces a series of problems such as the tightening of agricultural resources and the excessive use of high-polluting chemicals.In addition,the improvement of people’s living standards has higher requirements for the ecological environment and the quality of agricultural products,but the ecological environment is degraded and the supply of green and safe agricultural products is insufficient.The green development of agriculture is an important way to solve the resource,environmental and social problems brought about by the rapid development of agriculture,and it is the basic requirement for realizing the highquality development of agriculture.Hunan Province,as a large traditional agricultural province in my country,is one of the 13 main grain producing areas.It has resource advantages to promote green agricultural development,and the implementation of the rural strategy requires that the green agricultural development of Hunan be pushed to a whole new level.Therefore,it is of important theoretical and practical significance to construct the indicator system of agricultural green development in Hunan Province and conduct scientific evaluation.On the basis of summarizing domestic and foreign agricultural green development models and related theories,and combining with the present situation of agricultural green development in Hunan Province,this paper constructs an evaluation index system of agricultural green development in Hunan Province from five aspects: resource utilization,economic efficiency,ecological protection,environmental friendliness and rural development.Through the combination of analytic hierarchy process and entropy weight method,the weight of each index is determined Then,TOPSIS method is used to comprehensively evaluate the level of agricultural green development in Hunan Province from 2005 to 2019,and the changes of each index layer and cities are evaluated.The key obstacle factors and their influence degree are determined by obstacle factor diagnosis method.The results show that the level of agricultural green development in Hunan Province is generally on the rise,which is divided into three stages: low-level fluctuation,slow development and rapid improvement;There are obvious development differences among the five criteria levels,in which the indicators of resource utilization,environmental friendliness and ecological protection index show fluctuating changes,while the indicators of economic efficiency and rural development continue to rise;Calculate the comprehensive evaluation index of 14 prefectures in Hunan Province in 2018,and compare the regional differences of agricultural green development in Hunan.Changsha,Huaihua and Zhuzhou have better agricultural green development level,while Hengyang,Yueyang and Chenzhou are relatively backward;Through the method of obstacle factor diagnosis,it is found that the obstacle factors affecting the green development of agriculture in Hunan Province are mainly distributed at the level of environmental friendliness and economic efficiency,and the key obstacle factors are soil erosion control area,the number of certified products per unit of green food,etc.Suggestions on promoting the green development of agriculture are put forward from the aspects of resource conservation and utilization,agricultural green production,etc.
