| At present,with the rapid development of China’s national economy and the continuous improvement of urbanization rate,many kinds of disasters present strong destructive power,the way of urban disaster reduction based on defense has been unable to meet the needs of modern urban development,and the concept of "resilient city" provides new ideas for this purpose,which has become a hot topic for scholars at home and abroad in recent years.In China,community as the basic unit of city composition and the comprehensive mass basic organization in human life,it has great role and potential in urban disaster prevention and mitigation.Community capacity for disaster reduction affects the level of disaster prevention and reduction of the whole city,which is an urgent need for social development and improvement of people’s living standards.Through introducting the concept of "resilient city",we hope to build an evaluation system of urban community’s disaster reduction capacity from the perspective of resilient city.This study will discuss from the following aspects.First,through analyzing and defining the concepts of resilience,resilient City,community disaster reduction,evaluation system,etc.Based on the study of a large number of documents,laws and regulations,norms and standards,this paper discusses the correlation between the concept of resilient city and the ability of community disaster reduction.Then it combs the relevant theories and practices at home and abroad and sums up the experience that can be used for reference.Second,this paper puts forward the design principle of urban community disaster reduction capacity system and combs the design path of community disaster reduction capacity from the perspective of resilient city.It expounds the community disaster reduction capacity from five aspects: organizational resilience,social resilience,economic resilience,capital resilience and facility resilience.Third,the final evaluation index is selected through experts’ opinions on the basis of relevant research,including three-level indicators.These are constructing the community disaster reduction capacity system jointly.And the weights of indicators at all levels are determined by Delphi and AHP.Forth,based on the weight results,the evaluation system is empirically tested according to the four-level scoring standard.The test selected Qijiawan community in Nanjing as the object,and the actual weight value of each index is determined through preliminary analysis,on-site investigation and questionnaire survey.The results show that the evaluation system of community disaster reduction capacity based on the perspective of resilient city has good rationality and adaptability.This study combines the concept of community disaster reduction and resilient city to improve the resilience of disaster reduction from the community level.It provides a new research perspective for community disaster reduction and management.It is of great significance to improve the urban community response to comprehensive disasters and optimize the national disaster management system. |
