Community is the smallest administrative unit and also the direct target of natural disaster.Mountain communities are usually distributed on debris flow accumulation fans,and often a relatively flat accumulation fan in a small watershed becomes a settlement.As mountain communities are affected by topography,precipitation and climate change are different from those in large regions,and microclimate phenomenon is prominent,mountain disasters such as debris flow,landslide and flood in the community will bring huge casualties and property losses to the community.At present,research on community mountain disasters mainly obtains mudslide disaster risk zones through risk assessment of community disasters,and then puts forward coping strategies for high,medium and low risk areas.There is a lack of quantitative evaluation of individual and community resilience,disaster relief and recovery from the disaster process.In this paper,on the basis of remote sensing interpretation,data collection and field investigation,the accumulation range of debris flow in Qipangou during the 20-year,50-year,100-year recurrence period was obtained by numerical simulation,and the risk of debris flow in the community was analyzed.Then the vulnerability is represented by the product of the value V(u)of the disaster bearing body and its vulnerability index C.According to the method of vulnerability index C,the vulnerability assessment of debris flow in communities was carried out.Based on the case studies of debris flow disasters in the past,the index factors affecting the resilience of communities were summarized,the weight values of each index were determined by entropy weight method,and the evaluation results of community resilience were obtained by comprehensive evaluation method.The main achievements of the paper are as follows:(1)On the basis of remote sensing interpretation and field investigation,combined with indoor numerical simulation experiment,the development background of debris flow in Qipangou and the current distribution of regional disaster hazard points were identified.On the basis of investigating the development history,water source and provenance conditions of debris flow in the community,the development situation of disaster in the community was found out,and the risk assessment of debris flow disaster in the community was carried out,so as to get the risk zone of debris flow.Under the impact of a 20-year debris flow,there is almost no impact on the community,and the accumulation range is small and the flow velocity is small.When the debris flow reaches a 50-year debris flow,the buildings close to the gully will be affected to some extent,and there will be differences due to the type of buildings and the distance from the gully.When Qipangou is hit by 100 years of debris flow,the impact of debris flow will be greatly increased.(2)Through disaster examples,resilience evaluation indexes were selected,entropy weight method was used to determine the weight value of each index,and comprehensive evaluation method was used to complete the community resilience evaluation.A community resilience evaluation model was established.(3)The results of resilience evaluation show that the individual disaster resistance ability is most closely related to the proportion of children and the elderly in the family,the degree of emergency supplies has the greatest impact on the individual disaster relief ability,and insurance has a significant impact on the individual recovery after disaster;The overall community scored high in the index of government defense capability,while the lower score was in the construction of emergency relief materials and emergency shelters.The overall community disaster relief capability was 0.0429,which was higher than the individual’s 0.0350,and the overall community resilience evaluation score was 0.0672,which was close to the individual resilience evaluation score of 0.0638.(4)In view of the weak parts of resilience evaluation,countermeasures for building resilient communities are proposed.By increasing employment opportunities and income,individuals can improve their ability to withstand disasters.Effective communication can enhance individuals’ ability to respond to disasters.Rich sources of income and insurance can enable individuals to quickly resume production after disasters.
