Research On Safety Risk Management Of Internal Navigation In Nanning

The management of shipping safety risks is an eternal subject that has never changed,and it is an important part of the modernization of transportation manage ment system and management capacity.Inland river shipping,as an ancient mode of transportation,not only has the comparative advantages of large volume and long distance of transportation,but also has the characteristics of cross-regional channel and cross-department management.Therefore,shipping safety has become the dependent variable with many and complex independent variables in transportation management.In xijiang river basin,with large cane gorge hub and other infrastructure has been put into operation or included in the planning,the navigation condition of hydrology,gradually changing,the western Lu Haixin channel continuously put forward new requirements to the shipping industry development,industry philosophy is escalating iteration,increasingly complex natural and social conditions for shipping safety led to a more severe challenges.Only with security can there be development.Only by keeping the bottom line of shipping safety can we better pursue the high line of leapfrog development.This study uses participatory observation,existing data analysis,typical survey and other research methods,combined with questionnaire survey and interview,to study the problems existing in each link of inland river shipping safety risk management in Nanning and the reasons behind them.It is found that the existing problems of inland river shipping safety management in Nanning run through three main links: risk warning,risk assessment and risk elimination.Behind the problem s,the vulnerability control of shipping safety risk early warning,the absence of a scientific system of risk evaluation,and the fragmentation of risk management actions are the key factors that restrict the management ability of inland river shipping safety risk in Nanning.Finally,the corresponding policy suggestions are put forward from the three dimensions of social control in risk early warning,new technology application in risk assessment and multi-level cooperation in risk management.
