| In recent years,offshore wind power has developed rapidly.As a clean energy,it has been highly valued by the state and the energy industry.According to the 13th Five-Year Plan of National Renewable Energy,offshore wind power industry will develop by leaps and bounds.Zhejiang Province has compiled the "TheReport of Zhejiang Offshore Wind Farm Project",planning five offshore wind power bases such as Hangzhou Bay,covering an area of 1410 square kilometers.Although the offshore wind farm has many advantages,it will hinder navigation by occupying a large area of water,changing the navigation habits of ships in nearby waters and restricting the development of waterways,routes and anchorages.The offshore wind power started late in China,and there is no mature experience in navigation safety management.There is also no compulsory maritime technical standard for offshore wind power in China.If the planning and location of wind farms are unreasonable,it will cause directly and long-term effect on the navigation safety of wind farms themselves and the surrounding waters,resulting in marine traffic accident risk and huge economic losses.Therefore,it is very urgent and necessary to study the risk analysis and safety management of offshore wind farms in navigation.In view of this,based on the analysis of the impact of offshore wind farms on the navigation environment,this paper selects the 2nd district of Putian No.6 Offshore Wind Farm in Zhoushan,Zhejiang Province as an example,and analyzes the impact of wind farm construction and navigation environment on it.The fuzzy comprehensive evaluation method is used to quantitatively evaluate the navigation risk of Zhejiang Coastal Guodian Putuo No.6 offshore wind farm.The results show that the model has been applied well.Finally,based on the research on the theory of navigation safety in the vicinity of offshore wind farms,this paper puts forward some suggestions on the navigation safety management of sea areas near offshore wind farms. |
