| In September 2018,the State Council executive meeting passed three years advance transportation structure adjustment "action plan(2018-2020),plans to adjust the transport structure,improve the comp7 rehensive transportation efficiency as the principle,reduce highway especially commodity highway freight volume,increasing railway traffic volume,in order to promote bulk cargo transport" revolution of iron,revolution of water "as the main direction.In addition,the proportion of railway freight in 2019 increased from 7.82% in 2017 to 8.19%,indicating that the adjustment of transport structure has achieved initial results.Under the background of the continuous growth of railway freight transport,the study of railway freight transport safety can not only effectively guarantee the safety of people’s lives and property,but also have great significance for the normal operation and continuous increment of railway.Through the analysis of railway freight accidents,it is found that a large part of the freight accidents are caused by the unsafe state of equipment directly or indirectly caused by personnel’s illegal operation,improper reinforcement and disposal,inadequate inspection,etc.Therefore,this paper mainly studies the safety risk management of cargo shipment,in order to find out the safety hidden trouble in cargo shipment,take targeted measures to avoid the occurrence of accidents.Based on the author’s years of working practice in freight transportation of Daqin Railway depot,combined with a large number of literature review and data collection,this paper firstly expounds the background and significance of this research from the perspective of combining qualitative and quantitative methods,and introduces the domestic and foreign research status of railway transportation and railway shipping risk management.Secondly,the safety risk management theory,accident early warning theory and accident causation theory are expounded in combination with railway cargo shipping safety,and the commonly used safety risk assessment methods,namely fuzzy ah P and extension element assessment method,are introduced.Combined with the actual situation of freight transportation of Daqin railway,the paper analyzes the safety risk factors affecting freight transportation by fishbone diagram analysis method,and discusses the main problems in the process of freight transportation of Daqin railway in detail.Then,the safety evaluation index system of railway cargo loading and the railway safety evaluation model with existing extension elements are established,and the model is verified by combining the railway cargo loading data of Daqin Railway Depot,and the corresponding risk levels of different evaluation indexes are obtained.Finally,combining with the evaluation results,the early warning measures for railway cargo shipment are given from the perspective of safety prevention.There are Figure 14,table 4,references 62 totally in the thesis. |
