Safety investment is the basis for shipping companies to enhance safety management, as well as the fundamental safeguard of ship security, human health and to avoid marine environment pollution. The shortage of safety investment of shipping companies in safety management equipments and safety expenditure results in the increase of risks of ship incidents and detention, as is proved that safety investment of shipping companies grows in inverse proportion to safety risks. In the current over-supplied shipping market, shipping companies, facing operational difficulties, are generally short of safety investment, which causes great threat to waterborne safety.As a major elemental work of maritime management, shipping company safety management becomes more and more important in maritime management, however, the pursuant instruments of maritime authority in carrying out shipping companies safety management are low in legal system and incomplete, which leads to the lack of supervision measures.Based upon DEA, taking personnel within safety management system, numbers of shore-based captains\chief-engineers, company self-owned crew, safety investment and personnel encouraging and training expense as the input, and taking total ship numbers, ship inspection detention numbers, safety management system audit major non-conformities, maritime penalties and ship traffic\pollution incidents as the output, this paper studies the status quo of safety investment and safety risks of30shipping companies within Jiangsu jurisdiction, with the aim of enhancing safety investment and improving safety management and ameliorating waterborne safety. At the same time, it also provides theoretical support for maritime authorities to implement differentiation management, and to improve maritime management pertinence.
