An Empirical Study On The Coordinated Promotion Of Ecological Priority Green Development In The Yangtze River Delta

General Secretary Xi has repeatedly pointed out that the Yangtze River is a golden waterway in China,and the Yangtze River Economic Belt should actively explore a new path that prioritizes ecology and promotes green development in a coordinated way.The Yangtze River Delta,as one of the most important regions with the highest level of development in the Yangtze River Economic Belt,is facing an arduous and time-pressing task of ecological priority and coordinated promotion of green development.Taking the Yangtze River Delta as the research area,this paper constructs an evaluation index system of ecological priority and coordinated promotion of green development in the Yangtze River Delta from five dimensions of symbiosis,co-integration,co-development,resonance and sharing,and carries out an empirical study on this basis.First,the comprehensive index method was used to compile the comprehensive index and sub-dimension index of eco-priority and coordinated promotion of green development in the Yangtze River Delta from 2016 to 2018.The following conclusions are drawn: 1.The order of the comprehensive index of ecological priority and coordinated promotion of green development among the three provinces and one city in the Yangtze River Delta is: Zhejiang,Anhui,Jiangsu and Shanghai;2.Among the five sub-dimensional indices,the value of symbiosis index is much higher than that of the other four sub-dimensional indices;3.According to the results of cluster analysis,the 40 prefecture-level cities in the Yangtze River Delta are divided into three echelons.Second,the multi-dimensional coupling model is used to measure the situation of ecological priority and the coordinated promotion of green development in the Yangtze River Delta.The conclusions are as follows: 1.From the perspective of time series characteristics,from 2016 to 2018,the coupling degree of ecological priority and green development integration in the Yangtze River Delta is not high enough and the growth trend is not obvious,and the coupling coordination degree is 0.498001,0.496970 and 0.497986,respectively.The coupling synergy of ecological priority and green development integration is still in the intermediate stage.2.From the perspective of spatial characteristics,the following results can be obtained:(1)The coupling coordination degree of ecological priority and green development integration in Jiangsu,Zhejiang and Anhui provinces in 2018 is 0.247312,0.294112 and 0.241049,respectively,which are all moderately unbalanced and the coupling coordination is only in the primary stage;(2)The coupling and synergy of ecological priority and green development integration in Jiangsu Province showed an increasing spatial feature from south to north.The coupling coordination degree of southern Jiangsu,central Jiangsu and northern Jiangsu is 0.338244,0.381470 and 0.481096,respectively.(3)There are some differences in the coupling and coordination of ecological priority and green development integration within Zhejiang Province,but the differences are not large.The coupling coordination degree is 0.547236 in northern Zhejiang,0.544786 in eastern Zhejiang,0.684401 in central Zhejiang,0.647938 in southern Zhejiang and 0.701401 in western Zhejiang.(4)The coupling and synergy of ecology priority and green development integration in Anhui Province shows the spatial characteristics that the middle is superior to the two ends.The coupling coordination degree is 0.224825 in northern Anhui,0.491253 in central Anhui,and 0.403563 in southern Anhui.(5)The coupling coordination degree of the four urban agglomerations in 2018 is 0.416717,0.444499,0.626043 and 0.366783.In the end,four promotion paths of ecological priority and integrated green development in the Yangtze River Delta are proposed.First,to promote co-protection and co-governance of the ecological environment and build an eco-friendly integration model;Second,we will focus on innovation-driven green technology and foster new drivers of economic growth.Third,do a good job in top-level design and improve the systems and mechanisms for integrated and coordinated development;Fourth,strengthen regional coordination and coordination to coordinate the integrated development of the Yangtze River Delta.
