Analysis On The Coupling And Coordinated Development Of Green Investment And Circular Economy Under The Background Of Ecological Civilization

General Secretary Xi Jinping pointed out that "building an ecological civilization is a millennium plan for the sustainable development of the Chinese nation." Promoting ecological civilization is an essential requirement for serving the masses,helping to eradicate environmental problems and effectively solving the country’s development dilemma.This fully embodies the harmonious unity of ecological civilization and economic value,and becomes the logical starting point for green investment and the development of circular economy.Theories related to the construction of ecological civilization are becoming more and more perfect,and related countermeasures are becoming more and more perfect.In recent years,Inner Mongolia’s extensive development method has become increasingly difficult to meet the current economic development requirements.“Developing a circular economy and achieving green and coordinated development” has become an important concept related to the overall sustainable development of Inner Mongolia.The establishment of a suitable regional green investment and circular economy.The coupled development model has no time to delay.There is a logical relationship of coupling,coordination and mutual promotion between green investment and circular economy,which is very important for coordinating the relationship between economy,society and environment.After introducing the theories and concepts related to green investment and circular economy,the full text first studies and analyzes the development status and main problems of green investment and circular economy in Inner Mongolia,and analyzes the factors restricting the development of green investment and circular economy in Inner Mongolia.The coupling mechanism of green investment and circular economy is analyzed,and it is believed that green investment supports the promotion of the development of circular economy.In turn,the development of circular economy will also promote the expansion of green investment scale and the innovation and upgrading of green investment.Then,by constructing a comprehensive evaluation index system for green investment and circular economy,taking the panel data of 9 prefecture-level cities in Inner Mongolia from 2009 to 2018 as an example,empirically study the level of coupling and coordinated development of green investment and circular economy in Inner Mongolia under the background of ecological civilization.The final research results show that:(1)Inner Mongolia’s green investment comprehensive score is low,the development of green investment is lagging,and the comprehensive score of circular economy is also low,indicating that the level of circular economy development is not high.(2)From a spatial perspective,the overall effect of coupling and coordination between green investment and circular economy in the 9 prefecture-level cities in Inner Mongolia is relatively good,basically reaching a state of coupling and coordination above a moderate level.(3)In terms of time,the coupling degree and coupling coordination degree of Inner Mongolia’s green investment system and the circular economy system from 2009 to 2018 did not show large fluctuations and remained stable as a whole.Pay attention to regional legislation and promote system construction;expand the responsibility of producers and increase green investment;take government investment as the leading role and give play to the role of private investment;advocate environmental protection concepts,increase awareness of participation,and deeply promote the coupling and coordination of the economy and the ecological environment in Inner Mongolia.Development in order to achieve sustainable development in Inner Mongolia.
