Study On The Development Model And Mechanism Of The Ecological Green Integration Demonstration Area In The Yangtze River Delta

With the green development concept and integration strategic action fully integrated into the high-quality development of the Yangtze River Delta,"ecological green" and "integration" have gradually become the main theme of the new round of construction in the Yangtze River Delta.In October 2019,the State Council approved the Overall Plan of the Yangtze River Delta Eco-Green Integration Development Demonstration Zone,which designated Qingpu District of Shanghai,Wujiang District of Jiangsu Province,and Jiashan County of Zhejiang Province as the demonstration areas,and took the lead in exploring the path of the ecological green integration as the pilot fields of the Yangtze River Delta integration.This paper takes two districts and one county of the demonstration area as the research object,and explores the development mode of the demonstration area according to the development status of the demonstration area,designs the ecological green integration development evaluation index system based on the requirements of the Overall Plan for the development of the demonstration area,and closely follows the strategic positioning of "new benchmarks for the transformation of ecological advantages,new heights for green innovative development,experimental fields for integrated system innovation,and new models for harmony and livability between man and nature",An evaluation index system for the development of ecological green integration has been established,which is composed of 29 specific indicators in four fields of "ecology,innovation,integration and life".Using entropy weight method,comprehensive index method and coupling model,this paper evaluates the ecological green integration development level of two districts and one county in the demonstration area from 2010 to 2020,and analyzes the ecological green integration development status,differences,causes and coupling coordination degree of the demonstration area.The research shows that:(1)Since 2010,the level of ecological green integration in the demonstration area has maintained a steady growth trend,but the imbalance of development in all dimensions is relatively significant.Among them,the advantage of ecological development is the most prominent,and the level of integration development is significantly lower than that of other dimensions.From the perspective of growth speed,the improvement of livable living security is obvious,while the level of integration is the slowest;(2)There are obvious differences in the development level of ecological green integration between two districts and one county in the demonstration area.The differences are mainly caused by the differences in the development level of integration and livable life;(3)The degree of coupling and coordination of the ecological green integration in the demonstration area has gradually moved from maladjustment to coordination,and has gone through three major stages: obvious improvement of maladjustment,grudging coordination of stable development,and excellent coordination of rapid optimization.The planning of the demonstration area has effectively promoted the coordinated development of the ecological green integration.The evaluation and analysis related to the level of ecological green integration increasingly highlights the necessity of coordinated development among the four major areas.This paper takes the mechanism as the starting point to coordinate the common development of all areas,and constructs the framework of ecological green integration development mechanism with the coordination of ecological green development and integrated development In terms of harmonious and livable development,specific innovative mechanisms and optimization plan are proposed to comprehensively promote the construction of world-class ecological and green integration demonstration zone.
