| In the context of carbon peaking and carbon neutrality,in view of the special position of local governments in environmental governance,it is necessary to conduct coordinated and optimal research on their environmental behavior.Firstly,this paper discusses the connotation of local government’s environmental behavior from the level of policy supply and behavior implementation,and uses case analysis methods to demonstrate it.Secondly,using the evolutionary game method,the deficiencies of local governments’ environmental behaviors in the region and between regions under traditional circumstances were discussed,and the carbon trading mechanism and carbon ecological compensation mechanism were introduced for coordination.Finally,the system dynamics method is used to combine the relevant elements within and between regions to construct the overall system dynamics model,set different scenarios for simulation and optimization,and put forward policy suggestions to provide a reference for better achieving the goals of carbon peaking and carbon neutrality.The results show that:(1)when the level of regional green development is not high,local governments should establish a carbon trading mechanism to enhance the willingness of local enterprises to reduce emissions by technology,and with the improvement of regional green development level,the critical value of carbon trading price decreases.For inter region,it should be stipulated that when the local government is negative in governance,ecological compensation should be paid to neighboring local governments,thereby increasing the motivation for local governments to actively govern;(2)When the adjacent two places are at the same level of green development,the critical value of the carbon ecological compensation coefficient decreases with the improvement of the regional green development level;(3)When the adjacent two places are at different levels of green development,the critical value of the carbon ecological compensation coefficient of local governments in the initial level of green development can be appropriately reduced compared with the scenario at the same level;The critical value of carbon ecological compensation coefficient of local governments in areas at the growth level of green development needs to be appropriately increased. |
